12 What Services will CSS provide? Employee Services Appointment administration Superannuation administration Training administration Compensation and Benefits administration Payroll and Claims administration Finance Services Accounts Receivable Accounts Payable General ledger maintenance Fixed asset accounting

13 How will CSS be formed? CSS will start delivering services to Phase 1 agencies from 1 April 06 Phase 1 agencies account for about 85% of the employees in the civil service. 14 How will CSS be formed? CSS will start delivering services to Phase 2 agencies from 1 April 07 Treatment of Staff is the SAME in Phase 1 and Phase 2 MCYS MFA MICA MinLaw MOT MTI PMO Agencies to be invited to join in Phase 2 AGC AGO Cabinet Office Istana Parliament Subordinate Courts Supreme Court CPIB DOS ELD IPTO LAB

15 What happens after CSS is formed? Service Transition Stabilise Streamline & Standardise Value-Add Svcs Improve Quality Costs Svc Quality & Value Ensure public agencies’ needs are met Streamline and standardise processes Provide Value-Added Svcs that enhances public agencies’ ability to deliver their missions Short Term Medium TermLong Term 2 to 3 years Apr 06

16 What does CSS mean for staff? All staff currently doing work moving to CSS will be invited to join MOF-CSS The staff transfer treatment for both Phase 1 and Phase 2 staff is the same. About 300 to 400 officers involved in Phase 1 1 April 06 1 April 07 Phase 1 Staff join CSS Phase 2 Staff join CSS

17 Joining CSS Ministries Statutory Boards Civil servants from ministries will transfer to MOF CSS  Remain as civil servants  Same scheme of service and salary  Same terms and conditions of employment Statutory Board employees will become civil servants  Comparable Civil Service terms and conditions of service CSS

18 All officers are invited to join CSS: CSS Officers can look forward to:  Recognition as a valued front-line service provider  Becoming a professional in delivering HR and Finance services  Picking up marketable skills as a HR and Finance Specialist through: Greater public sector knowledge and experience with variety of agencies In-depth training in area of expertise (e.g. HR and Finance specialist)  More opportunities for career progression
