Data attenuation related to interchange metering

Quick over response by one BA may limit the frequency response of another BA
Selection process to chose events may include events internal to BA’s area

Inability to dictate performance obligations to generation resources
Increased transmission losses devalue the frequency response from a BA
Distance from event

4. Pros and Cons of Working Together
Larger collection of BAs will diversify response and mitigate varied response by multiple Bas
Potential payment to those long on response from those short
Only one entity to report performance
Frequency response obligation does not decrease when forming a sharing group
Tracking performance of each BA throughout the year
Complexity of an operating agreement and monitoring performance

5. NWPP RSG
Established a small group to look at creating a Frequency Response Reserve Sharing Group
Explore opportunity to expand beyond the traditional NWPP footprint
Has met a couple of times
At last meeting (Jan 2015) parties from the Rocky Mountain and Southwest pools participated
Suggesting announcing our effort to the entities in the west at March WECC OC meeting
Will have a short meeting after the March WECC OC meeting – Just starting not to late to join!
