2 BUILDING STRONG ® What is the Site?  Landfill was used for waste disposal between 1941 to 1978  Wastes included household waste, construction and demolition materials, empty containers, metal waste, mercury batteries, oily wastes, and solvents.  Wastes also included munitions and explosives of concern (MEC) crates containing 90-millimeter rounds.  SWMU 16 is approximately 13 acres and is partially within the tidal marsh zone north of Goose Creek.  SWMU 16 was closed in 1980 and a portion of the site was covered with 2 feet of local soil fill. 2

6 BUILDING STRONG ® CMS and CMI Design  A CMS was conducted in 2012 and recommended Alternative S16-03 as the remedy, which includes:  Removal of contaminated soil in the known hot spot  Removal of surface debris throughout the site  Installation of a vegetated soil cover system  Land Use Controls (LUCs), monitoring, and inspections  The LUCs must be notated into the JB CHS Weapons Master Development Plans  The 100% CMI Design was completed by Tetra Tech and approved in 2012. The design document includes:  100% Final Design drawings  Specifications 6

7 BUILDING STRONG ® Corrective Measures Implementation Major elements of the Corrective Measures Implementation (CMI) include:  Surface debris removal  Polychlorinated biphenyl (PCB) hot spot removal (25 X 25 SF, 1 foot depth)  Diversion swale construction  Landfill cover installation (3.7 acres)  Permanent fence and sign installation  Wetlands compensatory mitigation master plan and site- specific plan  0.64 acres of tidal wetlands will be lost due to CMI construction  These plans will identify wetlands at JB CHS Weapons to restore for this project and for future projects 7
