2 What is SEEDA?  One of nine English Regional Development Agencies  Economic and Social Development targets  Remit covers Public, Private and Voluntary Sectors  8 million population  GDP same size as Austria

3 Key Objectives  Maintain position as a World Class Region  A driver of the UK economy  Social and Economic Development  Support deprived and rural areas Broadband an important tool to achieve objectives

5 Pervasive Usage  Pervade the way we live, work, learn and play  IOW example – 6 objectives -Narrow skills gap -Enhance primary schools -Deliver ‘wellness’ service -E-government community access -Re-energise tourism -Develop global reach for composite materials

6 Widespread Take-Up Help communities of interest to recognise and define benefits.  Seminars, breakfast meetings, conferences  Partnership with IOD, Business Links, companies  Sub regional focus with counties, unitaries, districts  Help geographic communities – seeonline portal  Generic and targeted marketing

7 100% Availability  SEEDA objective by end of 2005  75% of population covered, 50% of geography  Community action very strong, but not everywhere  BT, NTL, Telewest - plans too limited !  Alternative access players – too weak to survive?  For everyone – ‘what’s the business case? ’

8 100% Availability – The Business Case (1) Revenue –  Sell usage benefits to communities  Present assurance of revenue to suppliers  Aggregate public sector usage  Targeted community sales campaigns

9 100% Availability – The Business Case (2) Cost –  Backhaul is the key  Typically 50% of Capex/Opex  BT backhaul 80% of cost! – architectural change?  SEEDA ‘Community Stream’ – a pipe into the community open to all  Competitive tender for sub regions  Revenue guarantee – e.g. ‘Coastal Highway’  Reduce backhaul cost by at least 50%

10 The Role of Regional Aggregation Bodies  Dual objectives -Value for money for government departments -Availability of Broadband  Mechanisms -Aggregation of government demand for interconnect - SGEI declaration + Public Service Obligation ??  Organisation -A RAB in each English region – RDA/DTI partnership -Focus on satisfying demand from the public sector -Part of the implementation of the regional broadband strategy
