All government activities were purely British under the rule of Queen Elizabeth II of England. By 1944, Herbert Macauley and Dr. Nnamdi Azikiwe formed a political party called the National Council of Nigeria and Cameroon (N.C.N.C). Dr. Herbert Macauley was the father of Nationalism or Nationalist Movement in Nigeria.
