Human Resources Development Office UNIVERSITY OF THE PHILIPPINES Human Resources Recruitment Division (HRRD) Process Notice of Step Increments (NOSIs), Notice of Salary Adjustments (NOSAs) , Notice of Position Allocations (NOPAs) and Notice of Position Allocation and Salary Adjustments (NOPASAs); Maintain and update Personal Itemization Services and Plantilla of Personnel (PSI-POP); Serve as secretariat to the Academic Personnel and Fellowship Committee (AcadPFC) and Administrative Personnel and Fellowship Committee (AdPFC).

RECRUITMENT PROCESS Once the authority to fill is approved, HRDO-PRS furnishes the Recruitment Section and the Unit with a copy of the approval. HRDO-Recruitment Section submits item for CSC publication and wait until CSC post the vacancy in the Bulletin of Vacant Positions in Government;

RECRUITMENT PROCESS HRDO coordinates with the unit on the deadline of filing of application; HRDO notifies all units of vacancy through Bulletin of vacant positions and thru HRDO website ( All referrals are sent to the Unit for evaluation of their Dept/College APC; The Unit selects, recommends and prepares the basic papers for submission to HRDO;

RECRUITMENT PROCESS HRDO-Appointment Section prepares agenda for deliberation; AdPFC - Administrative (SG 1-24) and REPS (SG 1-17) AcadPFC – REPS (SG 18 and above) AdPFC/AcadPFC deliberates on the recommendation.

Functions of Recruitment Section Rationalize screening and hiring procedures; Administer pre-employment, examinations and conduct employment interviews; and Serve as secretariat to the Academic Personnel and Fellowship Committee (AcadPFC).

For UP Diliman, the minimum educational qualification for new employees is college degree with Civil Service professional eligibility except for certain skilled and low level positions. Employees shall be selected on the basis of fitness to perform the duties and assume the responsibilities of the positions.

Publication of Vacant Positions Rule IX, Book V of Executive Order 292 and its Omnibus Rules, as amended (30th Printing March 2011) Section 1 Vacant positions in the career service shall be published in accordance with the provisions of RA 7041 (An Act Requiring Regular Publication of Existing Vacant Positions in Government Office, Appropriating Funds Therefor, and for other purposes) and its implementing guidelines.

The following positions are exempt from the publication requirement: Primarily confidential positions; Positions which are policy determining; Highly technical positions; Other non-career positions; Third level (Career Executive Services); and Positions to be filled by existing regular employees in the agency in case of reorganization.

Publication of Vacant Positions Repeal of Policies on the Publication of Vacant Faculty Positions (CSC MC#1,s2012 issued on 12 Jan. 2012) Section 7 (2) Chapter 2 (Coverage of the CS), Subtitle A. Title I, Book V of EO 292, states that: “Closed career positions which are scientific or highly technical in nature; these include the faculty and academic staff of state colleges and universities, and scientific and technical positions in scientific and research institutions, which shall establish and maintain their own merit systems”. In view thereof, vacant positions in the SUCs being highly technical in nature are excluded from the publication requirement.

Revised Policies on Temporary Appointments and Publication of Vacant Positions No. 6, MC No. 20, s.2005 Vacant Positions in all levels in the career service shall be published in the Bulletin of Vacancies in the Civil Service or through other modes of publication. Published vacant positions shall likewise be posted in at least three conspicuous places in the agency for at least ten (10) working days.
