Purpose Of Study? To evaluate the effect of the construction or alteration on operational procedures and proposed operational procedures. Determine any possible hazardous effect of the proposed construction or alteration on air navigation.

Determining other appropriate measures to be applied for continued safety of air navigation. Charting and other notification to airmen of the construction or alteration. ADO to determine compliance with FAA planning and design standards.

FAR Part 77, Subpart B, Notice Of Construction Or Alteration, requires submission for any proposal on a public use airport or heliport that is listed in the Airport Directory of the Aeronautical Information Manual (AIM) regardless of height or location.

On a Federally obligated airport the submission is made to the ADO Project Engineer or Planner. As of early February you now have the option to enter case data yourself and check on the status of an active NRA case at www.oeaaa.faa.gov. It is NYADO policy that the submission be made through the Sponsor and should include their concurrence with the proposal.

If proposal is off airport submission is made to the Obstruction Evaluation Specialist (OES) in Air Traffic. Submissions to Air Traffic can be made electronically at www.oeaaa.faa.gov or you can submit hard copy to Ft. Worth address on this website.

Cover letter from Sponsor describing proposal. If proposal not shown on Approved ALP then include request for “Pen & Ink” change To ALP with submitting correspondence. Completed 7460-1 Form. AIP – vs – Non-AIP. Try and submit as far in advance as practicable. Allow approximately 45 – 60 days for process to be completed. A minimum of 30 days is required.

Number of copies varies depending on type of case and ATCT. If Airport has an Air Traffic Control Tower, and proposal is for a building or structure, then submit documentation that no line-of- sight issues will be created as a result of the proposal. If proposal is for transmitting equipment you must provide frequency data and Effective Radiated Power (ERP).

Check with ADO Environmental Specialist. Except for temporary equipment a formal Federal Environmental Finding is almost always required whether proposal is Federally funded or not. A separate 7460-1 Form submission is required for temporary equipment used for construction. Sponsor responsible to check accuracy of data prior to submitting to ADO. Add accuracy code to 7460-1 Form.

Accuracy requirements contained in Appendix 2 of FAA TERPS (U.S. Standard for Terminal Instrument Procedures) Order 8260.19C, Flight Procedures and Airspace. Accuracy Code 4D: +250’ Horizontal +50’ Vertical Accuracy Code 2C: +50’ Horizontal +20’ Vertical Accuracy Code 1A: +20’ Horizontal +3’ Vertical

Will verify that proposal is on approved ALP. If not on ALP will determine if proposal would adversely impact FAA design standards, operation of the airport or any proposed development depicted on the ALP. If not, a “Pen & Ink” change will be included as part of the Study. Case data is verified by ADO Planner/Engineer and entered into our Obstruction Evaluation Program (OE/AAA) and electronically submitted to AT, AF, FP Or FS and AEA-620.

12 Hershey Conference March 2008 Federal Aviation Administration 11 Hershey Conference March 2008 Federal Aviation Administration 11 Typical Division Responses AT: Crane must be marked & lighted in accordance with Advisory Circular 70/7460-1K, Obstruction Marking & Lighting, Chapters 3, 4, 5 &12. Lower crane at night or remove from area. NOTAM’s must be issued for duration of construction. May be asked to submit FAA Form 7460-2 Supplemental Notice. AF: Coordinate all construction activities with Air Traffic Control Tower and Airport Management to insure that any impact to normal operations is kept to a minimum. FPO: The crane effects the ILS R/W 1 at Albany. The ILS minimums will have to raise from 485’ msl to 580’ msl. NIH is 370’ msl. Advise FPO 3 days prior to erection of crane so appropriate NOTAM’s can be issued.

13 Hershey Conference March 2008 Federal Aviation Administration 12 Hershey Conference March 2008 Federal Aviation Administration 12 When NRA Study Is Completed ADO Engineer/Planner will provide letter to Sponsor outlining any ADO or Divisional comments received on proposal. Letter will also address the Environmental Determination and any ALP action made. If a “Pen & Ink” change is included with Study a separate letter will be sent, signed by the ADO Manager approving the change. Attach copy of this letter and drawing depicting the “Pen & Ink” change to the approved ALP.

When ALP is updated the new runway data is input into database as “Plan On File”. Other changes requiring notification: * R/W Length * R/W Width * ARP * R/W End Coord. * R/W End Elev. * Airport Elev. * R/W Heading * Disp. Threshold

Construct, realign, alter, or activate any runway or other aircraft landing or takeoff area of an airport. Construct, realign, alter or activate a taxiway associated with a landing or takeoff area on a public use airport.

Deactivate, abandon or discontinue using a taxiway associated with a landing or takeoff area on a public use airport. Change the status of an airport from private use (use by the owner or use by the owner and other persons authorized by the owner) to an airport open to the public or from public use to another status.
