2 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE CAVEAT: BiH currently is engaged in a far-reaching process of fundamental defense reform with extensive assistance from the International Community. Simultaneously, the Armed Forces of BiH are being transformed into a fully NATO-compatible military force. As these processes are on-going, our requirements for additional assistance from the International Community are constantly being refined. Therefore, many of the requirements stated in this briefing will require further elaboration and new requirements are certain to develop.

4 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Emergency Situation Planning Priority or Goal: To develop the capability to plan and coordinate military emergency operations Description: Assistance is required to develop plans and standard operating procedures for the engagement of BiH military forces in emergency situations; training is required for military personnel manning the Emergency Operations Center now being formed under the BiH Joint Staff Additional information: The USA is providing assistance to construct and equip an Emergency Operation Center. Seminars have been conducted by ODC (USA) and RACVIAC. Enclosure:

5 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Civil-Military Cooperation Priority or Goal: To develop the capability to provide effective military assistance to civilian authorities within BiH and Southeast Europe as requested Description: Assistance is required to develop doctrine, operational plans and standard operating procedures for the employment of BiH military forces in support of civilian authorities; also to train civilian officials to work with the Armed Forces of BiH to obtain and effectively utilize military capabilities, especially in emergency operations such as disaster relief; priority assistance is needed for military intelligence and military police assistance to BiH counter- terrorism activities. 6 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Military Infrastructure Priority or Goal: To have a military infrastructure appropriate to the missions and requirements of the Armed Forces of BiH Description: Assistance is required to assess the appropriateness of the current military infrastructure, develop plans to eliminate excess facilities and develop plans to convert military infrastructure to civilian use. Plans must address environmental concerns such as clean-up of firing ranges, excess training areas, motor parks, maintenance facilities, storage sites, etc. Additional assistance is required to implement the plans. Additional information: An initial database of BiH military infrastructure assets will cost approximately 320.000 KM (software, personnel training) to develop. Enclosure:

7 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Military Infrastructure Priority or Goal: To provide safe and secure storage of armaments and munitions Description: Assistance is required to obtain and install sophisticated equipment for securing ammunition and equipment storage site, e.g. acquisition and installation of video surveillance and alarm systems; also to upgrade the physical storage facilities themselves in accordance with NATO standards Additional information: The status of BiH military storage sites is very bad. It is necessary to do the construction work on rebuilding a total of 14 storage sites in BiH. Approximately 20.000 KM (10.000 Euro) per storage site for construction work and approximately 40.000 KM (20.000 Euro) per storage site for installation of security equipment is required. Enclosure:

8 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Personnel Management Priority or Goal: To develop an integrated, automated personnel management system for the Armed Forces of BiH Description: Assistance is required to obtain and install hardware and software with which to implement plans currently being developed; assistance is also required to train personnel to use the automated systems Additional information: ORACLE HEMS is the preferred system Enclosure:

9 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Personnel Management Priority or Goal: To provide effective assistance to demobilized BiH military personnel who are transitioning to civilian life Description: Assistance is required to develop plans and procedures to assist BiH military personnel being dismissed from the service to become productive and well-adjusted members of the BiH civilian society; additional assistance is required to fund military personnel transition programs Additional information: Issues to be addressed include severance pay, job training, and transitional medical benefits; plan should address military personnel previously released from the Armed Forces of BiH but who have failed to make an adequate transition to civilian life Enclosure:

10 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: C4IM Priority or Goal: To facilitate the effective command and control of the Armed Forces of BiH Description: Assistance is required to develop a communication system with which BiH command authorities can exercise effective command and control of all elements of the Armed Forces of BiH; assistance is needed to purchase appropriate equipment to include WAN and LAN systems and to train personnel Additional information: LAN network active components (switches, routers, access servers, firewalls) and WAN network (ATM routers, frame-relay router) are required; the CISCO company, a leader in the production of network components, has a CISCO center in Sarajevo and would be the provider of choice. 11 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: C4IM Priority or Goal: To ensure that that information and communication systems of the Armed Forces of BiH are protected from unauthorized access Description: Assistance is required to assess the state of information security within the Armed Forces of BiH; develop a plan to correct deficiencies in accordance with NATO standards; acquire equipment and/or software required to implement the plan; provide training on organizing and implementing information and communication protection systems within BiH defense structures. Additional information: BiH defense institutions are currently planning and organizing a C4IM system but additional assistance is required in the specific area of information and communication protection. 12 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Military Intelligence Priority or Goal: To develop a NATO-compatible military intelligence capability within the Armed Forces of BiH Description: To train military intelligence personnel of the Armed Forces of BiH, according to NATO standards, with particular focus on operational and tactical operating systems, all-source analysis, and intelligence processes Additional information: Enclosure:

13 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Air Space Control Priority or Goal: To enable the Armed Forces of BiH to exercise effective control of BiH air space as required by military operations and/or requested by BiH civil authorities Description: Assistance is required to upgrade existing equipment, obtain new equipment, and train personnel Additional information: In order to assume full control of the BiH air space and achieve standards set by EUROCONTROL, it is necessary to modernize the existing equipment, to procure the new equipment (radar systems) and to develop infrastructure for new systems. Also, to conduct training for personnel on new equipment, procedures and standards. Enclosure:

14 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Public Affairs Priority or Goal: To develop an active public affairs program at all levels of the Armed Forces of BiH Description: Assistance is required to train public affairs officers at all levels of the Armed Forces of BiH from brigade level through the BiH Joint Staff; to assist in developing a magazine or newspaper for a command information program; and to acquire photographic equipment for digital still and video photography). Additional information: Enclosure:

16 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Force Modernization Priority or Goal: To ensure that the AFBiH plans to modernize the force will result in a force that is fully NATO-compatible Description: Assistance is required to assess the degree to which the current equipment, doctrine, and procedures of the AFBiH are NATO-compatible, e.g., weapons systems, communication systems, fueling systems, etc.; additional assistance will be required to actually procure NATO-compatible systems required for force modernization Additional information: Application of NATO STANAGs and procedures will ensure that the transformed AFBiH will be able to make substantive contributions to PfP and NATO activities. 17 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Staff Procedures Priority or Goal: To ensure that BiH defense officials, military officers, and other defense personnel develop competencies in NATO-compatible staff procedures Description: Assistance is required to assess existing staff procedures within the BiH state level defense structures; develop a plan to correct deficiencies in accordance with NATO standards and common NATO staff procedures; and provide on-site assistance in implementing recommended procedures. Additional information: Enclosure:

18 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: C4IM Priority or Goal: To ensure that staff officers and other personnel in the BiH defense structure are proficient in standard computer skills Description: Assistance is required to establish a Computer Skills Training Center that would provide training in standard office skills such as word processing, spreadsheets, databases, and presentation software; assistance is required to develop a Program of Instruction, acquire necessary computer equipment and software, and provide “train the trainer” instruction Additional information: The Computer Skills Training Center possibly could be a part of a state level Professional Development Center. 19 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Disposal of Excess Arms and Munitions Priority or Goal: To ensure that arms and munitions in excess of the legitimate defense requirements of BiH are disposed of in a safe and environmentally secure manner Description: Assistance is required to dispose of thousands of tons of excess ammunition and ordnance, much of which is unstable and constitutes a real and present danger to AFBiH military personnel as well as BiH civilians because of possible inadvertent detonation in storage sites; additionally, the storage of this excess materiel constitutes a costly burden for the AFBiH and is a security concern for all Additional information: The UNDP is coordinating a program of munitions disposal for BiH within available funding; additional funding is required to accelerate this program Enclosure:

20 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Military Engineering Priority or Goal: To develop within the AFBiH the engineering capability to construct and/or maintain military infrastructure to include Weapons Storage Sites and Ammunition Storage Sites Description: Assistance is required to assess the current military engineering capabilities within the AFBiH to perform infrastructure construction and maintenance appropriate to Weapons and Ammunition Storage Sites; additional assistance will be required to procure equipment shortfalls and obtain specialized training on new equipment. 21 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Military Police Priority or Goal: To ensure that AFBiH military police units are organized and operate in a NATO-compatible manner Description: Assistance is required to develop NATO-compatible doctrine for military police and provide training to AFBiH military police personnel. Additional information: Enclosure:

22 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Training & Education Priority or Goal: To ensure that the AFBiH develops the capability to design and execute military training and education programs appropriate to the future force structure and missions Description: Assistance is required to develop a consolidated military training and professional development system that encompasses everything from recruit training through advanced military professional development; training is needed on how to develop Programs of Instruction, develop instructional venues and techniques appropriate to the level and content of training, write training manuals, and devise follow-on training. Additional information: Of particular immediate concern is revising the current system of decentralized recruit training as well as officer candidate training Enclosure:

23 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Training & Education Priority or Goal: To ensure that the AFBiH has technically qualified personnel to perform mission essential tasks Description: Assistance is required to assess the specific technical skill sets that will be required in the AFBiH after it has transformed into a NATO-compatible force; advice and assistance will be required to develop programs to recruit, train, and retain individuals with highly technical skills such as physicians, avionics technicians, information systems specialists, and others with low density/highly specialized skills. Additional information: BiH does not have the capability to train personnel in every required technical military specialty; innovative programs will be required to ensure that the AFBiH will have the proper mix of mission essential skills. 24 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Personnel Management Priority or Goal: To develop a robust recruiting and retention system for the Armed Forces of BiH Description: Assistance is required to develop a recruiting system and train AFBiH military personnel in the techniques of military recruiting; also to train commanders and senior non-commissioned officers in initiatives to encourage the retention of qualified individuals within the active duty professional force as well as in the reserve forces of BiH. Additional information: If, as expected, the current system of military conscription is abolished in BiH, recruiting quality individuals for military service and retaining trained personnel within the Armed Forces of BiH will become critical to the continued viability of the force; retention of highly specialized personnel with skills marketable in the civilian society will be a special challenge. 25 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Personnel Management Priority or Goal: To ensure that BiH military personnel deploying outside the territory of BiH are adequately prepared for movement and that they and their families are adequately supported during the deployment Description: Assistance is required to develop personnel plans and processes to support military deployment outside the territory of BiH; processes range from medical qualification to mail delivery and family support programs Additional information: The Armed Forces of BiH has recently made its first unit deployment outside of BiH (an EOD unit to Iraq); assistance would build on experience gained in this deployment to refine or develop appropriate military personnel support programs and processes. 26 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Personnel Management Priority or Goal: To provide effective assistance to civilian defense personnel rendered excess by defense reforms Description: Assistance is required to develop plans and procedures to assist BiH civilian defense personnel being dismissed from their positions due to the anticipated elimination of conscription; additional assistance is required to fund transition programs for dismissed civilian defense personnel Additional information: With the anticipated elimination of military conscription, as many as 800 civilian personnel may lose their jobs Enclosure:

27 BOSNIA AND HERZEGOVINA MINISTRY OF DEFENSE Category: Demining Priority or Goal: To improve the demining capability of the Armed Forces of BiH Description: Assistance is required to acquire state-of-the-art demining equipment to modernize the existing military demining teams of the AFBiH and to provide new equipment training; additional assistance is required to create additional demining teams Additional information: The presence of 18,000 identified minefields within the territory of BiH constitute a real and present danger to the citizens of the country and is retarding the economic development of BiH; military demining is being considered by the AFBiH command authorities as a potential “niche” for the Armed Forces of BiH within the NATO structure Enclosure:
