2 ACADEMIC SCIENCE IN KARELIA Karelian Research Centre is one the three regional research centres of the Russian Academy of Sciences in Northwest Russia The Centre comprises 7 institutes: of Biology; Northern Water Problems; Geology; Forest Research; Applied Mathematical Research; Economic Studies; Language, Literature and History KarRC of RAS employs 767, including 382 research staff, among which 3 are RAS Corresponding Fellows, 72 have post-doctoral, and 220 – doctoral degrees Over 300 basic and applied research projects are implemented annually, including integrated multidisciplinary studies Many researchers from KarRC take part in the preparation of strategic development plans and programmes for the region Карельский научный центр РАН

4 REPUBLIC OF KARELIA SOCIOECONOMIC DEVELOPMENT CONCEPT UNTIL YEAR 2012 The concept “Revival of Karelia” is the first document produced in 1998 with active contribution from the scientific community The Concept served as the basis for the system of strategic planning of the socioeconomic development of Karelian Republic Since 1998, scientists from KarRC have annually monitored implementation of the Concept and processes in the region’s socioeconomic development SCIENTIFIC DEVELOPMENTS RELATED TO SUSTAINABLE DEVELOPMENT

5 REPUBLIC OF KARELIA SOCIOECONOMIC DEVELOPMENT STRATEGY UNTIL YEAR 2020 The mission, strategic objectives, priorities and tasks of Republic of Karelia development were defined Socioeconomic development scenarios until year 2020 were modeled The spatial framework of the region’s economic development was proposed A set of activities to implement the strategy was worked out The system of indicators for monitoring the implementation of the strategy and assessing the region’s socioeconomic development was designed

6 APPLIED SCIENTIFIC DEVELOPMENTS RELATED TO SUSTAINABLE DEVELOPMENT REPUBLIC OF KARELIА SPATIAL PLANNING SCHEME UNTIL YEAR 2025 Spheres and projects for economic use of the territory and its natural resources were suggested relying on long-term socioeconomic forecast Urban planning, functional, and environmental-economic zoning of the territory were performed Priorities and major lines for urban development and visions of the settlement system development were elaborated Proposals on establishment of priority economic development zones were prepared

7 APPLIED SCIENTIFIC DEVELOPMENTS RELATED TO SUSTAINABLE DEVELOPMENT Over 20 regional-level ad hoc sectoral programmes were developed (environment, natural resources, forest sector, tourism, energy saving, mining sector, etc.) Over 20 strategic development plans and programmes were worked out for municipalities of Karelia Preparation of feasibility studies and investment projects dealing with harvesting and processing of forest and mineral resources, development of the transport and energy infrastructures Development of know-how in conservation and reproduction of water- and bio- resources, etc.

8 Карельский научный центр РАН INTERNATIONAL COOPERATION – A PRIORITY IN KarRC OF RAS ACTIVITIES ► Partnership geography ● Over 80 organizations from 21 countries (Finland, Sweden, Norway, Denmark, Germany, Hungary, Czech Republic, Poland, Great Britain, Japan, the USA, Mexico, etc.) KarRC institutes annually implement around 50 international projects Membership of international organizations and bodies: ● Arctic University, ● Northern Dimension Institute, ● Finnish-Russian Working Group on Nature Conservation

9 Карельский научный центр РАН 9 Early in the 1990s Karelian and Finnish scientists put forward the idea of the “Green Belt of Fennoscandia” Ad hoc multidisciplinary programme for the study and conservation of the GBF natural and cultural environment has been initiated, and is now ongoing In 2008, the scientific feasibility study of the Karelian PA network development was prepared. It highlights the role of GBF as a key component of the territory’s PA system In 2010, scientists from KarRC prepared the concept of the long-term ad hoc programme “Republic of Karelia PA network development within the Green Belt of Fennoscandia” EXPERIENCE OF CROSS-BORDER COOPERATION

11 European Neighbourhood and Partnership Instrument, cross-border cooperation (Karelia ENPI CBC Programme) Provides a framework for continuing cross-border cooperation, which was formerly pursued through the Interreg II and III A Karelia Programme and the Euregio Karelia Neighbourhood Programme Objective – strengthening of cross-border cooperation in strategically important spheres in the programme area Themes (2010-2012): ► Cross-border solutions for sustainable spatial, economic and environmental development ► Tourism cooperation ► Forest based cooperation and sustainable energy solutions ► Cultural cooperation ► Social wellbeing ► Sustainable exploitation of natural resources – the call was opened on April 2nd, 2012, will closes on August 27th http://www.kareliaenpi.eu/

17 CONTEMPORARY OLD CITY: ENHANCING CULTURAL TOURISM ACROSS THE BORDER ONGOING CROSS-BORDER COOPERATION PROJECTS (2 nd call) Project objective: To create permanent means to develop and market the North Karelia and Republic of Karelia regions and the cities of Joensuu and Petrozavodsk as culturally attractive tourist destination for tourists within the area and from outside Work packages (WP): WP 1: Assessment of the current situation ( cultural and historical sites and cultural events ) and strategic planning ( strategy of tourism development in Petrozavodsk and Joensuu ); WP 2: Strengthening of the tourism offer ; development of new tourism products; WP 3: Marketing and branding of the area

18 ECO-EFFICIENT TOURISM Period of implementation: April 2012 – April 2014 Total budget: EUR 590 000 Lead partner: Non-profit partnership “Centre for Problems of the North, Arctic and Cross-border Cooperation” (Republic of Karelia) Partners: on the Russian side – Karelian Research Centre of RAS, “Energy Efficiency Center”, Pryazha and Sortavala District Administration, Petrozavodsk Municipal Utility College on the Finnish side – Ecofoster Group Oy, Oulu; Finnish Environment Institute (SYKE), Joensuu Office; Centre for Economic Development, Transport and Environment for North Karelia; Metsähallitus, South Finland/North Karelia; Ilomantsi Municipality; North Karelia University of Applied Sciences Project objective: Making Euregio Karelia more attractive for tourists through gradual leveling of the quality of services provided to tourists on the two sides of the border ONGOING CROSS-BORDER COOPERATION PROJECTS (2 nd call)

19 ECO-EFFICIENT TOURISM Project tasks: ► Facilitating introduction of eco-efficient technologies of recreational area management in Republic of Karelia (Lake Ladoga and Syamozero areas) in co-operation with adjacent Finnish areas; ► Making pilot areas more comfortable, safe and environment friendly; Improving cross-border tourism transboundary practices Work packages (WP): WP 1: Development of models for sustainable management of actively visited tourism destinations; WP 2: Development and implementation of environmentally sustainable technological solutions for facilitation of actively visited tourism destinations; WP 3: Training and marketing РЕАЛИЗУЕМЫЕ ПРОЕКТЫ ПРИГРАНИЧНОГО СОТРУДНИЧЕСТВА ONGOING CROSS-BORDER COOPERATION PROJECTS (2 nd call)

20 Call theme: Forest based cooperation and sustainablе energy solutions Titles of projects with KarRC participation: ► AQUAREL – Aquatic resources for green energy ► Development of cross-border biofuel infrastructure The projects’ concept notes have successfully passed the first phase of the call. Full grant applications are currently being assessed. Call theme: Sustainable exploitation of natural resources Themes of KarRC projects: ►Green Belt of Fennoscandia Development ►Environmental reclamation and sustainable uses of the Kenti-Kento lake-river system The call opened on 2.04.2012, and will be closed on 27.08.2012. The total funding to be allocated within this call is EUR 3 000 000. PLANNED CROSS-BORDER COOPERATION PROJECTS

22 APPLIED SCIENTIFIC DEVELOPMENTS RELATED TO SUSTAINABLE DEVELOPMENT MASTER PLAN OF SITING TOURISM FACILITIES AND INFRASTRUCTURE IN REPUBLIC OF KARELIA UNTIL YEAR 2025 The tourism and recreation potential of Republic of Karelia and possibilities of its utilization were assessed Long-term forecast of tourism development in Karelia until year 2025 was carried out Investment sites were allocated, and project designs for their build-up were proposed Investment volumes needed for the project implementation were estimated The package of feasibility studies and investment plans for tourism development in Republic of Karelia and for distribution of the tourism infrastructure was prepared

23 APPLIED SCIENTIFIC DEVELOPMENT RELATED TO SUSTAINABLE DEVELOPMENT SCIENTIFIC FEASIBILITY STUDY OF THE PROTECTED AREA NETWORK DEVELOPMENT IN REPUBLIC OF KARELIA Criteria for identification and environmental assessment of the areas were suggested Inventories of natural complexes were carried out in areas recommended for designation as PA Principles for establishment of the regional PA network were developed The set of recommendations for federal and regional authorities regarding the PA network development in Republic of Karelia and facilitation of interregional continuity of PA systems was prepared Kalevalsky NP and Voinitsa landscape reserve were designated in 2006-2008. Six PAs in a combined area of 140,000 ha are to be designated by year 2015
