2 Outcasts  Federal Paper #51 explained how the rights of the people would be protected by the Constitution  Explained how the government would ensure the majority would not become to powerful  Wanted to Create a community not dependant on the Majority  Wanted to create many different groups to prevent any majority from gaining power

3 Hit the Oppress  Madison also argued that Larger societies would make better republics  Large republics would create many sects, or groups, to ensure that no individual groups could oppress the other groups  The constitution would also prevent coalitions to become more powerful than minority groups

4 The Price was Right  One of the Biggest Arguments against the Constitution was the lack of a Bill of Rights  A Bill of Rights would Help protect the rights of citizens against the governments  A Bill of Rights would also help protect the States against the will of a national government

5 Pardon the Interuption  Mason Feared that Presidents would use, and abuse, their power to grant pardons  Pardons excuse those that have committed a crime from their punishments  Those opposed to the constitution feared the recreation of a Monarchy or Aristocracy
