Page Introduction | IDEAS’ BOARD OF DIRECTORS 4 Founding President Yang Amat Mulia Tunku Zain Al-’Abidin ibni Tuanku Muhriz (“ Tunku Abidin” ) Tunku 'Abidin was educated at the Kuala Lumpur Alice Smith School, Marlborough College and the London School of Economics and Political Science, where he obtained his BSc in Government and Sociology and MSc in Comparative Politics and Imperial History. He then worked in the Houses of Parliament before moving to Washington DC to join the World Bank as a Public Sector Consultant. Upon returning to Kuala Lumpur in 2008, Tunku 'Abidin worked at the United Nations Development Programme and the KRA Group before becoming a Research Fellow at the Lee Kuan Yew School of Public Policy at the National University of Singapore from March 2009 to August 2010. Throughout, he helped to develop the Institute for Democracy and Economic Affairs (IDEAS) which he co- founded in 2006, and maintained his regular columns: Abiding Times in theSun from March 2008 to August 2011, Roaming Beyond the Fence in the Star and Sin Chew from September 2011 to December 2012 and now Conservatively Speaking Freely in the Malay Mail, Borneo Post and Oriental Daily. A member of the Negeri Sembilan Royal Family, Tunku 'Abidin also authored the official book for the Installation of the Yang di-Pertuan Besar and led a major project to revitalise the State Anthem. He is a trustee of the Jeffrey Cheah Foundation, Yayasan Munarah and Yayasan Chow Kit, is an advisor or patron to several cultural organisations, and is an honorary major in the Malaysian Territorial Army.

Page Introduction | IDEAS’ BOARD OF DIRECTORS (CONT’D) 5 Wan Saiful Wan Jan (“ Wan Saiful ”) Wan Saiful Wan Jan is Chief Executive of the Institute for Democracy and Economic Affairs (www.ideas.org.my), which was ranked as the 2012 best new think tank in Asia and 5th best new think tank in the world by University of Pennsylvania's global think tank ranking. He is also Director of CfBT Education Malaysia; member of the Advisory Board at Laureate INTI University; member of the Advisory Board of the University of Nottingham’s School of Politics, History and International Relations; and member of the Ministry of Education – PEMUDAH Group on Education. Since May 2011, he is the only Malaysian to be a member of the Mont Pelerin Society, an international association of classical liberals founded by Nobel Laureate Friedrich von Hayek. Previously he served as a member of the Razak School of Government’s Academic Working Group; Director of ASLI Centre for Social Enterprise; and adjunct faculty at UCSI University’s Faculty of Economics and Policy Science. He lived in the United Kingdom between August 1993 and October 2009. There he worked for several organisations, including the think tank Commonwealth Policy Studies Unit, the British Conservative Party’s Research Department, and Social Enterprise London. His opinion has been quoted by various media, including the BBC, Asian Wall Street Journal, International Herald Tribune, and The Economist. Founding Chief Executive

Page Introduction | IDEAS’ BOARD OF DIRECTORS (CONT’D) 6 Founding Director Wan Mohd Firdaus Wan Mohd Fuaad (“ Firdaus ”) Firdaus, Founding Director of IDEAS, was educated at SRK Sultan Ibrahim Satu Pasir Mas, SRK Sri Subang Jaya and Sek Men Agama Persekutuan Kajang. He then went on to read Law at the University of Nottingham and BPP School of Law. He was previously Special Officer to the Chief Minister of Johor, handling the corporate portfolio which includes Iskandar Regional Development Authority and Johor Corporation. Currently he is currently a Vice President at J.P. Morgan Chase Bank Malaysia. He was a national delegate for Nottingham University to the National Union of Students (NUS), national executive member of Federation Of Student Islamic Societies (FOSIS), Chairman of Kesatuan Penuntut Undang Undang Malaysia UK & Eire (KPUM), and Chairman of UKEC (UK and Eire Council for Malaysian Students) from October 2005 to October 2007. As Chairman of UKEC, he established the first Malaysian Student Leaders Summit (MSLS), which has become a major national event. He is also founder of Young Corporate Malaysians and established the annual Young Corporate Malaysians Summit.

Page General Strategy (CONT’D) 20 We have organised our operations into four focused units which share a single focus EducationGovernanceIDEAS Autism CentreEvents & Outreach Researches and advocates for greater choice, competition and accountability in the school system. Its focus and interest is in ensuring that the poor, underprivileged and the disabled are not left out as our country moves forward. Publishes policy papers, newspaper articles and political briefings that highlight pertinent issues and propose policies for better governance. Focuses on public spending, management of GLCs, democratic institutions, and decentralization. The IAC offers an early intervention programme for autistic children from poor families. To help working parents, and to encourage parents to stay in employment. It also provides research data on the application of the social enterprise model in Malaysia. MAKING MARKETS WORK FOR THE POOR Engages Malaysian and regional policy- makers, scholars, university students and young professionals to inform and educate them on the application of market-based solutions. Akademi Merdeka is a project under the Events & Outreach Unit to introduce the ideas of ​​ civil liberties and market economics among youths in Indonesia and Malaysia Mainly operates in Malaysia and Indonesia, with ambitions of reaching into other ASEAN countries.

Page IDEAS Autism Centre 21 What is autism? A severely incapacitating lifelong developmental disorder and the third most common developmental disorder, more common than Down’s Syndrome. It causes impairment or disturbance in three main areas: 1.Social skills; 2.Communicative skills; and 3.Repetitive and restricted behaviors. The disorder may occur alone, or with accompanying problems such as mental retardation or seizures.

Page IDEAS Autism Centre (Cont’d) 22 The IDEAS Autism Centre In October 2012, the Institute for Democracy and Economic Affairs (IDEAS) took the initiative to set up the IDEAS Autism Centre in Rawang, Selangor, as part of our effort to provide care for those in need, and at the same time to research and develop a sustainable social enterprise model that can be replicated to help underprivileged children.
