8 Oil spill response plan – Heilo PL 530
Heilo located relatively close to shore Oil drift simulations showed probability of oil stranding in areas with valuable natural recourses (NOFO example areas) High attention to the emergency plans for the acute phase and the coast and shoreline The emergency plan concept Acute Strategy Oil Spill Preparedness (ASO) was established to ensure robust and user-friendly oil spill preparedness plans for the personnel performing oil spill clean- up activities in the coast- and shoreline EPN has performed an exploration drilling of Heilo (PL 530) in the Barents Sea. Heilo is located close to shore (34 km to the nearest landfall), and the emergency preparedness analysis showed relatively short response time in case of a potential acute oil spill.   The dimensioning NOFO example areas in the drilling period are Gjesværtappan and Nordkinn; both requiring 3 fjord systems with capacity of 17 m3/d within 6.1 days and 12.2 days, respectively. The dimension NOFO example areas in P2 are Gjesværtappan1, Hjelmsøy and Nordkinn; all requiring 3 fjord systems with capacity of 17 m3/d within 5.5, 6.4 days and 12.1 days, respectively. NOFO example areas within Heilo’s influence area.  NOFO example areas are predefined areas that are located in the outer coastal zone and hold a large number of environmental prioritized areas and (or) areas that are challenging with respect to an oil spill emergency preparedness situation. The dimensioning NOFO example areas for Heilo were Gjesværtappan, Nordkinn, Hjelmsøy and Nordkinn.

9 Oil Spill Preparedness - Heilo PL 530
GDF SUEZ and NOFO arranged a two day oil spill exercise with focus on coast and shoreline Various stakeholders who would be involved in any oil spill operation from the Heilo location participated in the exercise. Summary of Oil Spill Preparedness - Heilo Barrier 1 – Combat open sea close to source Response time First system within 3 hours. Fully mobilized within 24 hours Number of systems* 3 Barrier 2 – Combat open sea Fully mobilized within 46 hours Number of systems 1 (autumn) 2 (winter) Barrier 3 – Combat coast- and shore zone Fully mobilized within 3,9 days 4 coastal systems with a capacity of 120 m3/d, or a combination of e.g. 3 coastal systems and one fjord systems with capacity of 17 m3/d Participants in the two day exercise: partnership in PL 530, as well as representative from the coast guard, IUA Vest-Finnmark, IUA-Midt-Finnmark, NOFO. IUA = the Intermunicipal Oil Spill Combat groups (IUA) Experience with oil spill accidents in Norway have shown a need to distinguish between the acute spill phase and the subsequent clean up operation of the shoreline. The authorities gave high attention to the planning of oil spill preparedness for the Heilo exploration drilling campaign. During the oil spill emergency planning of Heilo high attention was put on the emergency plans for the coast and shoreline and the acute phase, in addition to the emergency preparedness plans offshore. The goal was to prepare an emergency plan including the acute phase making us able to initiate measures for the coast- and shoreline on short notice. In Norway local municipal and the Intermunicipal Oil Spill Combat groups (IUA) constitute the core resource when it comes to coast- and shoreline oil spill emergency preparedness. Central in the emergency planning for Heilo was how to plan for the acute phase as well as making the plans robust and user-friendly for the personnel performing oil spill clean-up activities in the coast- and shoreline. To include emergency plans for the acute phase and making the plans user friendly for core personnel involved in the oil spill preparedness in the coast- and shoreline, the emergency plan concept Acute Strategy Oil Spill Preparedness (ASO) was established. The ASO concept made it possible to develop standardized and practical plans for local management- and emergency personnel with one common solution instead of several more or less overlapping plans. * each system includes an Oil spill recovery (OR) vessel + a tug vessel

10 Byrkje, PL607 Deep sea sponge aggregations
High focus on potential presence of corals and sponges which might be affected by petroleum activity The presence of deep sea sponge aggregations was visually mapped during two surveys in 2012 at Byrkje The data collected was then analysed and calibrated to againts criteria defined as “Deep sea sponge aggregations” A spread study (DREAM) and sponge risk assessment was carried out for the planned discharges offshore and used as a decision support in the planning phase of a drilling campaign. Monitoring of drill discharges, focusing on the spread and the effects on the deep sea sponge community present was carried out before, during and after the drilling campaign. The Barents Sea is known for housing high abundances of deep sea sponge aggregations. Soft bottom sponges (mainly Geodia spp.) were mainly found in in scattered densities (~ 62 %) < 1 % of was defined as high densities of softbottom sponges Area of high sponge densities identified about m south west of the drill location The presence of deep sea sponge aggregations was visually mapped during two surveys in 2012; Baseline survey carried out by DNV as a part of a joint program between the operators in the Barents Sea 2012. 3300 meters of video was filmed and analysed (black) Fugro visual mapping: covered a total distance of approximately 14 km, in twenty 700 meter transects. In total 1215 still pictures were taken and classified for sponge densities and about 16 hours of video was recorded.
