13 Step 1: Establish Planning Process Establish Planning Process  Set up planning team  Coordinate with resource agencies and stakeholders  Review and incorporate existing materials  Provide opportunities for public involvement

15 Step 3: Develop Mitigation Strategy n Define goals and objectives n Identify and analyze a comprehensive range of possible mitigation measures n Develop an action plan for implementing mitigation measures
