9. Pskov Region Border cooperation is based on the European frame convention of Border cooperation of territorial communities and authorities. The Representation of the Ministry of Foreign Affairs of the Russian Federation has been acting in Pskov since 1994. There are two representative offices of foreign states: Consulate of Latvian Republic (since 1993) and Pskov Chancellery of Consulate General of Estonian Republic in Saint Petersburg (since 1994). The agreements have been signed with: - Lubuskoe voevodstvo (Poland); - Ministry of foreign affairs of Belarus Republic; -Ministry of Economy of Latvian Republic; -Memorandum on cooperation with People’s Government of Xian city in Shaanxi province (China) has been signed. The municipalities of Pskov region have signed agreements with: - Latvian Republic; - Belarus Republic; - Estonian Republic. Foreign relationships at interregional level
