Political Reforms  New system of government with three separate but parallel strands  The State bureaucracy at national, regional and local levels  The Communist Party at national, regional and local levels  The People's Liberation Army  Introduction of party branches at every level of administration – state, provinces, cities, districts and villages

Political Reforms  The most powerful political appointment in China may not be the State President/Chairman but the leader of the Communist Party of China  The leader of the Communist Party of China may either be the Secretary-General or the Chairman  From Deng Xiaoping’s period till today, the most powerful political leader in China is the Chairman of the Central Military Commission of the CPC
