3 ◦ Permit some forms of gambling ◦ Require license for professionals ◦ Establish public schools ◦ Constitution does not grant expressed powers to the states except for the 21 st amendment (alcohol)

4  There are powers that are denied to the states  Examples: ◦ Make treaties ◦ No coining money ◦ Deny any person life, liberty or property ◦ Tax imports and exports ◦ Tax federal government agencies

5  Exclusive powers- powers that are exercise by the national government along  Examples: ◦ Coin money ◦ Make treaties ◦ Imports

6  Concurrent powers- powers that both the national government and states exercise  Examples: ◦ Power to tax ◦ Define crimes and set punishments ◦ Claim private property for public use ◦ Enforce Laws ◦ Fund and regulate education
