Block Grant New project: Highlands Neighborhood Infrastructure 200 block of 25th and 26th – street lights, street trees, sidewalk repairs and accessible curb ramps $98,660New Project: Aug. 2009 HUD approval/ Sept. 2010 completion New Project: Council approved the new Highlands Neighborhood Infrastructure project on 8/13/09. $834.83 spent for engineering labor from Sept. 2009-Jan 2010. Bids received & will be presented to Council for consideration April 2010.

Transportation Admin., 5307 Program Addt’l Transit Vehicles, Bus Garage Roof Repair, Vehicle Tracking System $1.1 million Projected complete Sept. 2010; bus delivery late 2011 All vehicles except one bus have been delivered and are in use. Bus Garage Roof Repair is complete. Vehicle Tracking System has been installed in all buses.

Longview Sewer Diversion $9.8 million Funds Available 8/09 Application submitted 3/09 Not included on draft funding list Drinking Water State Revolving Fund New Water Supply & Treatment $8.0 million Funds Available 8/09 Application submitted 3/09; Not included on draft funding list Energy Efficiency & Conservation Block Grant Program Traffic signals conversion to LEDs $165,4007/09-3/11Received funding in April 2010; project out to bid. contract expected to be awarded in December 2010.

TIME FRAME STATUS Community Oriented Policing - Hiring Recovery Program Hiring of additional police officers/crime reduction plan $663,9847/1/09 – 6/30/2012 Awarded. Council accepted 9/24/09. LPD in in the process of filling vacant police officer positions and will use grant funding as those are filled. Secure Our Schools Implement elements of school safety plan $190,0359/1/09 – 8/31/2011 Awarded 10/1/09. Radio equipment purchased. Video equipment is in RFP process. Educational Services District (ESD) 112 will be developing the RFP for publication in late 2010 or early 2011.

Technology/ Crime Reduction Plan $101,6593/1/09 – 2/28/2013 Awarded; E-ticket equipment, security equipment and technology equipment have been purchased. Remaining equipment will be purchased in 2011. Edward Byrne Memorial Justice Assistance Grant (Local Solicitation) Computer Interface between WSP e- tickets system and Spillman Records $35,37210/1/08 – 9/30/2012 Awarded; purchased in 2009. Edward Byrne Memorial Justice Assistance Grant (Local Solicitation) FY 2010 School Resource Officer Program $23,00010/1/09- 9/30/2013 Awarded 8/26/10. Funds a portion of the school officer program.

TIME FRAME STATUS Southwest Washington Workforce Development Council (SWWDC) Additional funding was received in Southwest Washington for youth workers. 0Twelve week program spanning from October 1 to March 12, 2010. Cowlitz County received authorization for 8 additional youth workers under the extension of this program. City of Longview employed 3 of the 8 workers who worked 32 hours a week for 12 weeks. The three additional youth workers were employed in the Water/Sewer and Traffic Divisions.

TIME FRAME STATUS CAP Energy and Housing program covering Cowlitz & Wahkiakum Counties ARRA funding will provide weatherization and energy efficiency education $878,8453/31/11CAP is hiring 4 additional energy auditors/inspectors and 2 office staff for the weatherization program, and 2 Americorps volunteers will be responsible for energy conservation education. Assistance to Firefighters Recovery Grant or American Recovery and Reinvestment Act provided by FEMA. ARRA funding could provide remodel or new construction for fire stations. $210 Million Jul-Sep 2009 Received “turn down” notice April 20, 2010.

9 Economic Stimulus Update Total direct City of Longview funding to date = $3,444,360 (This does not include transit funding nor the monies received by CAP)
