Halifax, 31 Oct – 3 Nov 2011ICT Accessibility For All Activities on advanced ITS radiocommunications Takeshi YAMAMOTO Document No: GSC16-PLEN-25 Source: ARIB Contact: Takeshi YAMAMOTO ( t-yamamoto@bu.jp.nec.com) GSC Session: PLENARY Agenda Item: 6.6

Halifax, 31 Oct – 3 Nov 2011ICT Accessibility For All GSC16-PLEN-25 2 Highlight of Current Activities Consideration on frequency usage –Analog TV broadcasting is finished in most areas of Japan. –Telecommunications Council Considered and reported on Technical Requirements for ITS Radio System in 700 MHz band. –Further regulatory actions will be conducted. Feasibility tests –Evaluation done on propagation characteristics, packet delivery performance and Vehicle-to-Vehicle (V2V), Infrastructure-to- Vehicle (I2V) integration. Standardization –Feasibility test guideline; “ITS Forum RC-006” has been developed in ITS Info-Communications Forum. –Draft ARIB standard development is under development, based on RC-006 and feedback from feasibility tests.

Halifax, 31 Oct – 3 Nov 2011ICT Accessibility For All GSC16-PLEN-25 3 Strategic Direction Contribute to reduction of the number of traffic fatalities and serious injuries by deploying Cooperative Safe Driving Support Systems using V2V and I2V communications. Effective utilization of radio frequency for ITS in 700MHz band, available from July 2012. Standardization will be based on “Feasibility test guideline” and feedback from the feasibility tests. International harmonization will be considered.

Halifax, 31 Oct – 3 Nov 2011ICT Accessibility For All GSC16-PLEN-25 4 Framework for International Harmonization In ITU-R SG5 WP5A, a technical report on “advanced ITS radiocommunications ” is under development. In APT Wireless Group (AWG), ITS relevant activities will be conducted in Task Group on ITS. In GSC, ITS Task Force will conduct the information exchange on ITS relevant activities among Participating Standardization Organizations.

Halifax, 31 Oct – 3 Nov 2011ICT Accessibility For All GSC16-PLEN-25 5 Development of a new technical report; “a report on advanced ITS radiocommunications” has been proposed and Korea and Japan are actively contributing. ETSI TC ITS has been invited to the activity, and contributed for the input from Europe. Preliminary Draft New Report has been developed at WP5A meeting in June, 2011, based on contributions from Germany, Korea and Japan. –5A/703-E (24 June 2011): Annex 17 to Working Party 5A Chairman’s Report Cooperative activities in ITU-R SG5 WP5A

Analysis of Traffic Accidents in Japan

Halifax, 31 Oct – 3 Nov 2011ICT Accessibility For All GSC16-PLEN-25 12 Characteristics of 700MHz band In comparison of 5.8GHz band Reach longer distance Cover wider area Diffract to behind buildings Suitable for vehicle to vehicle communications at blind intersection 700MHz band would be better spectrum for Safe Driving Support System which requires high reliability. Various verification tests and R&D conducted to realize vehicle to vehicle communications for Safe Driving Support System
