2 Overview These training materials are designed to highlight important information regarding policies and procedures for computer-based test administrations. Not all information from the test administration manual is included in this presentation, so it is imperative that district and school staff read and familiarize themselves with all information in the manual in addition to using these training materials. 2

3 Overview These training materials are based on the Spring 2014 Computer-Based Reading and Mathematics Test Administration Manual (Spring 2014 CBT Manual). There are separate training materials for Spring 2014 FCAT 2.0 Writing and the Spring 2014 Paper-Based Reading, Mathematics, and Science tests. Training materials are available at 3

4 Overview These training materials should be used in conjunction with the Spring 2014 Reading, Mathematics, and Science training materials for paper-based tests to ensure that all general information regarding test administration policies and procedures is covered. 4

5 Glossary of Terms PearsonAccess A website used for almost all test preparation (e.g., PreID), setup, administration, and reporting tasks. Requires a username and password. Verify that you are working in the correct test administration each time you log in. Links to support materials: PearsonAccess will timeout after 14 minutes of inactivity. 5

6 PearsonAccess Training Center Accessed from the Training Center tab on the PearsonAccess Home page. Provides an opportunity to –Practice PearsonAccess tasks. –Manage the Infrastructure Trial in preparation for testing. Requires a username and password. 6 Glossary of Terms

7 Proctor Caching Proctor Caching is a process of loading or “caching” test content locally on a computer at the school level. Does not require a separate caching server and can run on any workstation on the network that meets minimum requirements. Proctor Caching software is provided by Pearson. Reduces test delays due to network congestion. Provides students with a more seamless testing experience. Required for all FCAT/FCAT 2.0/EOC computer-based testing in Florida. 7

8 Glossary of Terms TestNav 6.9 (TestNav) Platform for Florida’s high-stakes computer-based statewide assessments. Software application installed either on a file server or on each computer that will be used for testing. 8

9 Glossary of Terms TestHear Platform used to deliver accommodated forms (e.g., large print, zoom, color contrast, screen reader, assistive devices) for Florida’s high-stakes computer-based statewide assessments. Software application installed on each computer that will be used to test students who require computer-based accommodations. TestHear will operate on Windows PC workstations and on Macintosh workstations that have Mac OS 10.5 or later installed and are running Windows (e.g., via Boot Camp). TestHear will not work on Mac OS X 10.4 or on Macs that cannot also run Windows. 9

10 Glossary of Terms ePAT Electronic Practice Assessment Tool Provides students an opportunity to practice using the computer-based platform prior to testing. Available for download at Download ePAT launcher separately from practice test content. Accommodated ePATs are also available. Launcher is bundled with the practice test content for accommodated forms. Scripts and instructions for downloading ePATs are under the Resources tab. 10

13 CBT Administration Schedule Grade-level subjects must be tested in the following order (*CBT): – Grades 3 and 4 – Reading → Mathematics – Grade 5 – Reading → Science → Mathematics* – Grade 6 – Reading* → Mathematics* – Grade 7 – Mathematics → Reading* – Grade 8 – Mathematics → Science → Reading* All schools within the district must adhere to the same daily schedule. District assessment coordinators will provide schools with the district’s selected testing schedule. 13

14 CBT Daily Administration Schedule FCAT 2.0 test session lengths are as follows: Grades 3–10 Reading: 70 minutes Grades 3–8 Mathematics: 70 minutes Grades 5 and 8 Science: 80 minutes Reading Retake: Half the length of a typical school day (session starting and stopping times determined by school assessment coordinator) Mathematics Retake: The length of a typical school day (session starting and stopping times determined by school assessment coordinator) Grades 3–10 Reading and Reading Retake, Grades 3–5 Mathematics, and Grade 5 Science are administered in two sessions over two days. 16 What’s New Student Demographic Information The English Language Learner (ELL) category of student demographic information no longer records the length of time ELLs have been receiving ESOL services but is now updated to record the length of time ELLs have been enrolled in a U.S. school. 16

17 What’s New Testing Rules Acknowledgment The last portion of the testing rules read to students before they affirm the Testing Rules Acknowledgment reads, “After the test, you may not discuss the test items with anyone. This includes any type of electronic communication, such as texting, ing, or posting online, for example, on websites like Facebook, Twitter, or Instagram. If you are found sharing information about test items, even without the intent to cheat, your test will be invalidated.” Students and their parents/guardians should be made aware of this clarification to the testing rules prior to testing. 17

18 What’s New Student Registration If a student’s grade level is incorrect, school or district personnel must modify the “Grade” field in the student’s profile under Student Registration in PearsonAccess before or after that student completes testing. 18

19 What’s New CBT Test Administrator Quick Reference Guide The CBT Test Administrator Quick Reference Guide is available at and is no longer included as an appendix in the test administration manual. 19

20 What’s New ePATs Accommodated and non-accommodated computer-based practice tests (ePATs) and scripts for administering ePATs are available at Schools must administer the appropriate practice test(s) to all students to be tested using the ePAT script; however, if a student has previously participated in an ePAT for the subject test he or she will take, the student is not required to participate in an ePAT for this administration. The link to the ePATs should be provided to all students prior to testing, and students should be made aware that they can access the ePATs at this location and practice on their own at any time. 20

21 What’s New Test Group Code Schools must ensure that each test administrator is given one unique four-digit test group code to use in his or her testing room for both test sessions. Each testing room must use a different test group code. For example, students testing in Ms. Smith’s room will use the same unique code for both Session 1 and Session 2, and students testing in Mr. Black’s testing room will use a different code for both Session 1 and Session 2. 21

22 What’s New Required Administration Information The list of required administration information has been updated to include both the accommodations provided to students and the accommodations used by students during the test administration. If a student does not use an accommodation that is provided, the school assessment coordinator should be notified when testing is completed, and the accommodation should not be recorded in PearsonAccess. Schools are responsible for maintaining documentation of accommodations that are provided but not used. This information may be recorded on the Session Roster. The blank Administration Record/Security Checklist has been updated to include fields for both accommodations provided and accommodations used. 22

23 What’s New TestHear Scripts and Instructions The Spring 2014 CBT Manual no longer includes scripts and instructions for administering TestHear accommodated computer- based test forms. Scripts and instructions for administering these accommodations are located at It is important that school personnel who will administer computer-based accommodations locate and familiarize themselves with the appropriate script(s) and instructions before the beginning of a test administration. 23

24 What’s New CBT Worksheets For students taking computer-based Reading tests, CBT Worksheets may be provided if students prefer to make handwritten notes instead of using the online notepad tool. The worksheet is an 8 ½ x 11 page (located in Appendix D of the Spring 2014 CBT Manual and PearsonAccess) that may be copied and distributed to students at the beginning of a test session. If schools are providing worksheets, students must be given a new, unused worksheet at the beginning of each test session. Used worksheets are considered secure materials. 24

25 What’s New Incorrect Student Profiles Incorrect student profiles added to PearsonAccess via the New Student wizard may be updated before or after testing. The district assessment coordinator can submit a request to update a profile by calling Pearson Customer Support at 877 ‑ 847 ‑

26 What’s New Test Security Statute and Rule Florida Test Security Statute, Section , Florida Statutes (F.S.), and Florida State Board of Education Rule 6A , FAC, previously located in Appendix B, are now located in Appendix C of the Spring 2014 CBT Manual. The Statute and Rule are now printed on perforated pages that may be removed for review during trainings. 26

27 What’s New Alternate Passing Score (APS) Flag An APS flag for the FCAT 2.0 Reading Retake is available in PearsonAccess for students who are eligible for the APS. This is an optional field that can be specified when adding a new student or assigning a Reading Retake test to a student. The following students are eligible for the APS of 241: –Students who entered grade 9 in 2009 or earlier whose graduation requirement includes earning a passing score on Grade 10 FCAT Reading –Students who participated in the Spring 2011 administration of Grade 10 FCAT 2.0 Reading as first-time tenth graders 27

28 What’s New FCAT Mathematics Retake The FCAT Mathematics Retake will be available in Spring 2014, Fall 2014, and Spring 2015 for students who entered grade 9 in 2009 or earlier and have not yet met the graduation requirement. ONLY those students who entered grade 9 in 2009 or earlier and have not obtained a passing score or a concordant score may participate. The FCAT Mathematics Retake will be offered in computer-based format. TestHear accommodated forms and paper-based accommodations (regular print, large print, and braille) are available for eligible students. There is no PreID window for the FCAT Mathematics Retake. School personnel are responsible for entering students into PearsonAccess through the New Student wizard or hand-gridding student demographic information on student grid sheets. 28

29 Reminders Technology Coordinator Guide Information and instructions for technology coordinators to follow before, during, and after testing are provided in the online 2013–2014 Technology Coordinator Guide. Technology coordinators must familiarize themselves with all information in this guide prior to the test administration. The Technology Coordinator Guide is available at 29

30 Reminders Chain of Custody Form Schools are required to maintain a Test Materials Chain of Custody Form posted at and located in Appendix D of the Spring 2014 CBT Manual. –Record accurate information on the form, including the dates and times activities are completed, the names of the people performing activities involving the materials, and information about the locked storage room. –Retain electronic or hard copies of completed forms after materials are packaged for pickup, and or return the originals to the district assessment coordinator. 30

32 Reminders Electronic Devices School personnel must ensure that students do not have access to their cell phones or other electronic or recording devices at any time during testing, including breaks within a test session (e.g., lunch, restroom breaks). If a student is found to be in possession of ANY electronic devices during testing OR during a break, his or her test must be invalidated. Students and their parents/guardians must be made aware of this policy prior to testing. 32

33 Reminders Leaving Campus If a student begins a session and leaves campus without finishing (due to an appointment, illness, etc.), he or she will NOT be allowed to complete that session. No exceptions will be made once the student leaves the school’s campus, so parents/guardians and students must be made aware of this policy prior to testing. If you have concerns about a student (e.g., if a student seems ill), that student should be tested on a make-up day. 33

34 Reminders Marking Tests Complete A computer-based test should only be Marked Complete in one of the following circumstances: A student had to exit the test (e.g., cheating, illness) and will not finish the test. (After being marked complete, school personnel must invalidate the test.) A student finished the test but exited instead of submitting the test and the test should be scored. A student completed Session 1 and never started Session 2. (In this circumstance, the test does NOT need to be invalidated.) As otherwise directed by FDOE or Pearson after a technical difficulty or other extenuating circumstance. For FCAT 2.0 tests, do NOT mark tests complete or stop the session in PearsonAccess after Session 1. 34

35 Reminders Test Sessions For all FCAT 2.0 tests, Session 1 MUST be completed before Session 2. Any students absent for Session 1 may not participate in Session 2 until they have completed Session 1. Test administrators are required to use ALL of the allotted time in each session and should not end a session early. 35

36 Reminders Test Administrator Policies ALL test administrators must be certified educators. In addition to signing a security agreement, test administrators are required to sign a Test Administrator Prohibited Activities Agreement. Test administrators must NOT administer the FCAT 2.0 to their family members. Under NO circumstances may a student’s parent/guardian be present in that student’s testing room. 36

37 Reminders Seating Charts Test administrators are required to maintain an accurate seating chart for each group of students in their rooms during testing. All seating charts must indicate the front and back of the room, as well as the direction the students are facing. If students are moved to a different location or the seating configuration changes during testing, a new seating chart must be created and maintained. 37

38 Reminders Seal Codes A four-digit seal code is required to begin Session 2. Seal codes must be displayed for students as instructed in the test administration script. Students must NOT be given seal codes prior to the beginning of Session 2. 38

39 Reminders Accommodations Paper-based materials (Reading Passage Booklets, regular print, braille) for computer-based tests are available for eligible students who have such accommodations identified in their individual educational plans (IEPs) or Section 504 plans. Paper-based large print test materials are available as a unique accommodation for students who have a documented inability to access large print accommodations on computer-based tests. Scripts and instructions for administering paper-based tests, including paper-based accommodations, are included in the Spring 2014 Reading, Mathematics, and Science Test Administration Manual (Spring 2014 RMS Manual). 39

40 Reminders Reading Passage Booklets Reading Passage Booklets have seals for both sessions of the test. Students with this accommodation should break the seal at the beginning of each session, as instructed in the test administration script. 40

42 Reminders Secure Information Remember that secure student information (e.g., SSN) must never be communicated via . 42

43 Students to Be Tested In general, all Florida public school students enrolled in tested grade levels (Grades 3–10) participate in the FCAT 2.0, per Section (3)(a), F.S. Students must take the test(s) appropriate for the grade level in which they receiving instruction. 43

44 Students to Be Tested FCAT 2.0 Reading Retake—Eligible Students Students who entered Grade 9 in the school year and beyond and are pursuing a standard Florida high school diploma must pass the Grade 10 FCAT 2.0 Reading test or obtain a concordant score on the ACT or SAT as one of the requirements for graduation. The following students are eligible to participate in this administration of the FCAT 2.0 Reading Retake: –Retained Grade 10 or Grades 11–adult (AD) regular high school students who have not yet passed the Grade 10 FCAT 2.0 Reading test. –Students who enrolled in Grade 9 prior to the 2009–2010 school year but have not yet passed the Grade 10 FCAT Reading test. Because the FCAT Reading Retake is no longer offered, these students will participate in the FCAT 2.0 Reading Retake. 44

45 Students to Be Tested FCAT 2.0 Reading Retake—Ineligible Students Students who have received a GED diploma are not eligible to participate in FCAT 2.0 administrations. Students enrolled in grade levels below Grade 10 may not participate in Retake administrations. Grades 11 and 12 Home Education Program students, McKay Scholarship Program students enrolled in private school, and FTC Scholarship Program students are not eligible to participate in the Reading Retake. 45

46 Students to Be Tested FCAT Mathematics Retake Students who entered grade 9 in 2009 or earlier who have not yet met the graduation requirement by earning a passing score on the FCAT Mathematics Retake or a concordant score on the Mathematics portion of the ACT or SAT are eligible to participate in this administration of the FCAT Mathematics Retake. Students who entered grade 9 after 2009 are not eligible to participate in the FCAT Mathematics Retake. Students who have received a GED diploma are not eligible to participate in FCAT or FCAT 2.0 administrations. Grades 11 and 12 Home Education Program students, McKay Scholarship Program students enrolled in private school, and FTC Scholarship Program students are not eligible to participate in the FCAT Mathematics Retake. 46

47 Students to Be Tested Special Program Students Make arrangements to test special program students (e.g., Home Education, Virtual School, McKay Scholarship, FTC Scholarship). –The parent/guardian is responsible for contacting the district to register the student for the selected assessments and for transporting the student to and from the district-assigned testing location. –The parent/guardian is also responsible for providing the following to the testing location on or before the day of the test: all student demographic information, photo identification (if the student is unknown to the test administrator or other school staff), and emergency contact information. 47

48 Students to Be Tested English Language Learners (ELLs) All ELLs participate in statewide assessments. –If an ELL first enrolled in a U.S. school less than one year ago AND a majority of the student’s ELL committee determines that it is appropriate, the ELL may be exempt from this FCAT 2.0 Reading administration. –Exempt ELLs must participate in the Reading section of the English proficiency assessment or they will be counted as “not assessed” and this will impact the participation rate calculation. All ELLs are expected to participate in the FCAT 2.0 Mathematics and Science tests no matter how long these students have been enrolled in a U.S. school. See Appendix A of the Spring 2014 CBT Manual for information regarding allowable accommodations for ELLs. 48

49 Students to Be Tested Students With Disabilities Students with disabilities participate in the statewide assessment program by taking one of the following: –FCAT 2.0 without accommodations, –FCAT 2.0 with accommodations, or –Florida Alternate Assessment. All determinations regarding participation in the statewide assessment program must be documented in the student’s IEP or Section 504 plan. See Appendix A of the Spring 2014 CBT Manual for information regarding allowable accommodations for students with disabilities. 49

50 Computer Preparations Each workstation (student computer) to be used for testing must meet the minimum specifications and be prepared according to the instructions provided in the 2013–2014 Technology Coordinator Guide available at Schools must ensure that all workstations meet the minimum specifications; in addition, it is strongly recommended that an ePAT be run on all new workstations to ensure that the display size is appropriate for testing. The Infrastructure Trial test must also have been successfully loaded on each workstation prior to the test administration. Any schools that have not already downloaded the newest version of TestHear to workstations for students who will use accommodated CBT forms must go to and download the updated software. 50

51 Test Security Policies and Procedures Per Florida State Board of Education Rule 6A , FAC, and Test Security Statute, s , F.S., district and school personnel are required to maintain test security before, during, and after testing. Inappropriate actions can result in student or classroom invalidation and/or loss of teaching certification. All school personnel, including itinerant teachers and proctors, must receive thorough training in test administration and security policies and procedures, familiarize themselves with all relevant content of the test administration manual(s), read the Statute and Rule in Appendix C, and then sign an FCAT 2.0 Test Administration and Security Agreement. All test administrators must be certified educators and must sign a Test Administrator Prohibited Activities Agreement. 51

52 Proctors When testing a large group of students, proctors must be assigned to the room. 53 Test Irregularities/ Security Breaches Test administrators should report any test irregularities (e.g., disruptive students) and possible security breaches to the school assessment coordinator immediately. School assessment coordinators must notify district assessment coordinators of any test irregularities that are reported. Decisions regarding test invalidation should not be made prior to communicating with the district assessment coordinator. 53

54 Test Irregularities/ Security Breaches Within 10 calendar days of the incident, a written report must be submitted to the FDOE. The report must include the following, as applicable: –The nature of the situation –The time and place of the occurrence –The names of the people involved –Copies of completed forms (FCAT 2.0 Test Administration and Security Agreements, Test Administrator Prohibited Activities Agreements, Test Materials Chain of Custody Form, etc.) –A description of the communication between the district assessment coordinator’s office and school personnel –How the incident was resolved –What steps are being taken to avoid future test irregularities or security breaches A form to report test irregularities and security breaches can be found at 54

55 Test Invalidation District assessment coordinators should advise schools of the appropriate course of action if invalidation is being considered. Remember that the purpose of invalidation is to identify when the validity of test results has been compromised. If a situation listed in the “Test Invalidation” section on pages 17–18 of the manual occurs, test administrators should discuss the situation with the school assessment coordinator, and the situation should be investigated immediately. 55

56 Test Administrator Before Testing Overview of test administrator activities before testing Read the test administration manual(s). Read the Test Security Policies and Procedures and Appendix C of the Spring 2014 CBT Manual, then sign an FCAT 2.0 Test Administration and Security Agreement. Read and sign the Test Administrator Prohibited Activities Agreement. Establish an appropriate setting for test administration and remove or cover any unauthorized aids in the testing room. Prepare and assemble all materials needed for test administration. Ensure that your students and their parents/guardians understand the testing policies prior to the first day of testing. If you are administering tests to students who require accommodations, become familiar with the accommodations and discuss with your school assessment coordinator how accommodations will be provided. Ensure that you are familiar with how to open TestNav or TestHear to the login screen on each student computer prior to testing. 56

57 Test Administrator Before Testing Testing Location Tests should be administered in a room that has comfortable seating, good lighting, and sufficient workspace. Students must not be able to easily view other students’ computer screens or test materials. During the practice test, check the configuration of your testing room to make sure you will be able to provide a secure environment during testing. If necessary, use visual blocks. Post the sign that reads TESTING—Please Do Not Disturb and display starting and stopping times as soon as testing begins. Students must not have access to any unauthorized aids. Discuss any concerns with your school assessment coordinator. 57

58 Test Administrator Before Testing Testing Location (cont.) When you arrive on the day of testing, open each student workstation in the testing room to the student login screen as indicated in the script, but do not log in for students. Ensure that you have a way to contact the technology coordinator or the school assessment coordinator without leaving the room unattended. 58

59 Test Administrator Before Testing Spring 2014 CBT Manual You will need the Spring 2014 Computer-Based Reading and Mathematics Test Administration Manual to read the test administration scripts to students. When testing students who are allowed certain accommodations, you may need to modify the scripts. It is especially important that you review the scripts BEFORE testing begins to determine the necessary modifications. Scripts and instructions for administering TestHear accommodated CBT forms (large print, color contrast, zoom, screen reader, assistive devices) are located at 59

60 Test Administrator Before Testing Student Authorization Tickets For each test session, each student needs a Login ID and a six-digit test code (password), which are printed on the Student Authorization Tickets. Students will need a pen or pencil during testing to sign their tickets. Students taking will log in using the same Student Authorization Ticket for each session. Provide each student a ticket only AFTER all students have entered the testing room, as instructed in the script, and all tickets must be collected BEFORE students leave the testing room. Student Authorization Tickets must be handled in a secure manner and returned to the school assessment coordinator immediately after each day of testing is completed. 60

62 Test Administrator Before Testing Session Roster A Session Roster is a list of all students scheduled in a test session. The roster displays important information including: –Test Administration –Session Name –Test to be Administered –Test Code (password) –Student Names –Student ID Numbers –Student Birth Dates –Class Information –Test Form/Form Group Type –Login IDs –Blank space to record attendance information and accommodations The Session Roster may be used to record required administration information. Session Rosters must be handled in a secure manner and returned to the school assessment coordinator immediately after each test session is completed. 62

64 Test Administrator Before Testing Test Group Code Test group codes are used to identify groups of students tested together and may be used during investigations after testing to verify whether students were tested in the same room. Schools must ensure that each test administrator uses one unique four-digit test group code in his or her testing room for both test sessions. Each testing room must use a different test group code. If students are absent for a test session, a different unique code must be used for each make-up session. District assessment coordinators either create and distribute test group codes to all school assessment coordinators or instruct them to create their own unique four-digit codes. 64

65 Test Administrator Before Testing Test CodeTest Group Code A six-digit code created by PearsonAccess and printed on Student Authorization Tickets and Session Rosters. The Login ID and the test code are required to log in to a computer-based test. A unique four-digit number created by district assessment coordinators or by school assessment coordinators that is used to identify groups of students tested together. The test group code is entered after the Welcome screen and Testing Rules Acknowledgment and before students see the first question. 65

66 Test Administrator Before Testing Seal Code A seal code is a unique four-digit number used to allow students to access Session 2 of computer-based FCAT 2.0 tests after they have completed Session 1. Seal codes are provided in PearsonAccess, and all students in a test session will use the same seal code. Seal codes should not be given to students until Session 2, as indicated in the administration script. Seal codes must be handled securely and must NOT be used as test group codes. 66

70 Test Administrator Before Testing Work Folders For each Mathematics computer-based test session, Florida Computer-Based Testing Work Folders are provided for students to work the problems. The work folder is a blank piece of yellow 11 x 17 paper folded in half with graph paper on the back page. Two work folders will be provided for each student taking Grade 5 or Grade 6 Mathematics (one for Session 1 and one for Session 2). One work folder per session should be sufficient for each student; however, students may request additional folders. Distribute work folders to students at the beginning of each Mathematics test session. Ensure that students have enough desk space to use their folders. Once students complete a test session, collect all work folders and return them to the school assessment coordinator. Used work folders are secure materials. 70

71 Test Administrator Before Testing CBT Worksheets For each Reading computer-based test session, CBT Worksheets may be provided for students to make notes. The CBT Worksheet is an 8 ½ x 11 page (located in Appendix D of the Spring 2014 CBT Manual) that may be copied and distributed to students at the beginning of a test session. If your school is providing copies of the CBT Worksheet, a sufficient number of copies should be available for all students taking the test. Students must be provided new worksheets for Session 2. Students must have enough desk space to use their worksheets. Once students complete a test session, collect all worksheets and return them to the school assessment coordinator. Used worksheets are secure materials. 71

72 Test Administrator Before Testing Reading Passage Booklets Reading Passage Booklets are provided for eligible students taking computer-based Reading tests who have this accommodation identified in their IEPs or Section 504 plans. The booklets contain reading passages but do not contain test items. Students will respond to test items on the computer. On the day of testing, ensure that students with this accommodation receive the correct booklet for the assessment they are taking. The school assessment coordinator must specify the correct form in TestNav Reading test sessions for each student who will use a Reading Passage Booklet. Reading Passage Booklets are secure materials and must be stored in a secure location before and after testing. 72

73 Test Administrator Before Testing Mathematics Reference Sheets The Grade 5 FCAT 2.0 Mathematics Reference Sheet, the Grades 6–8 FCAT 2.0 Mathematics Reference Sheet, and the FCAT Mathematics Retake Reference Sheet are provided in an online format only for computer-based testing. The computer-based test has a pop-up window that includes the applicable reference sheet. The reference sheets are also available at and as perforated sheets in Appendix D of the manual. Schools may provide hardcopy reference sheets to students taking computer-based assessments. Students will use the same reference sheet for both sessions of FCAT 2.0 Mathematics tests. Once students complete the test, the test administrator must collect all reference sheets and return them to the school assessment coordinator. Used reference sheets are secure materials. 73

74 Test Administrator Before Testing Security Log 74 A Security Log must be maintained for each testing room. Anyone who enters a room for the purpose of monitoring a test MUST sign the log for that testing room.

75 Test Administrator Before Testing Seating Charts An accurate seating chart must be maintained for each testing room for each test session. Seating charts should record the following: –Room name/number –Grade level/subject –Student names and their locations in the room during testing –Direction each student is facing –Date –Session starting and stopping times –Test administrator’s name –Names of proctors (if applicable) –Test group code –Session name in PearsonAccess All seating charts must indicate the front and back of the room. If the seating configuration changes during testing, a new seating chart must be created. 75

76 Test Administrator Before Testing Communicate Testing Policies to Parents/Guardians and Students Electronic Devices Policy—If students are found with ANY electronic devices, including, but not limited to, cell phones or smartphones, during testing OR during breaks, their tests will be invalidated. The best practice would be for students to leave devices at home or in their lockers on the day of testing. Leaving Campus—If students leave campus before completing a session (for lunch, an appointment, illness, etc.), they WILL NOT be allowed to complete that session. Ensure that parents/guardians are aware of the test administration schedule and understand that appointments should not be scheduled on testing days. Testing Rules Acknowledgment—Before beginning a test, students will be asked to affirm a Testing Rules Acknowledgment that reads: “I understand the testing rules that were just read to me. If I do not follow these rules, my test score may be invalidated.” Students taking computer-based tests will click a box (TestNav) or circle (TestHear) next to the acknowledgment. 76

77 Test Administrator Before Testing Communicate Testing Policies to Parents/Guardians and Students (cont.) Discussing Test Content After Testing—The last portion of the testing rules read to students before they click the box next to the acknowledgment reads, “After the test, you may not discuss the test items with anyone. This includes any type of electronic communication, such as texting, ing, or posting online, for example, on websites like Facebook, Twitter, or Instagram. If you are found sharing information about test items, even without the intent to cheat, your test will be invalidated.” Please make sure that students understand this policy prior to testing and remind them that “discussing” the items includes any kind of electronic communication, such as texting, ing, or posting to blogs or social media websites, etc. 77

78 Test Administrator During Testing Maintain your seating chart and record of required administration information. Ensure that proctors and anyone who enters your room for the purpose of monitoring the test sign the Security Log for your testing room. Administer the test according to the directions in the appropriate administration script and read the SAY boxes verbatim to students. Keep accurate time for each test session and display times for students. Maintain test security at all times and report violations or concerns to your school assessment coordinator immediately. 78

79 Test Administrator During Testing Supervise test administration and ensure the following: − Students have cleared the area around their workstations of all materials except for Student Authorization Tickets, pens or pencils, and the following materials, as applicable: work folders, CBT worksheets, Reading Passage Booklets, and reference sheets. − Students click the Testing Rules Acknowledgment box or circle and enter the correct test group code. − Students do not talk or make any disturbance. − Students are working independently. − Students are working in the correct test form and session. 79

80 Test Administrator During Testing It is not appropriate to use cell or classroom phones, grade papers, or work on the computer during testing. While you may encourage students to continue working, you may not talk with them about test items or help them with their answers. If a student’s computer is disconnected from the test, contact the technology coordinator to help diagnose any technical issues, or contact the school assessment coordinator to resume that student’s test in PearsonAccess. If a student has continual difficulty logging in or gets kicked out of the test more than once, do not have the student continue attempting to log in until the issue is diagnosed and resolved. If students finish the test before the allotted time for the session has elapsed, you may encourage them to go back and check their work. 80

81 Test Administrator After Testing Verify that you have collected all required administration information, including accommodations provided and accommodations used by each student; make copies for your files. Verify that your seating chart and Security Log have been completed correctly, and make copies for your files. Report any missing materials and/or test irregularities to your school assessment coordinator. Organize materials and return them to your school assessment coordinator. 81

82 School Coordinator Before Testing Read the test administration manuals. Read the Test Administration Policies and Procedures and Appendix C of the Spring 2014 CBT Manual, then sign an FCAT 2.0 Test Administration and Security Agreement. Ensure that test administrators sign the Test Administrator Prohibited Activities Agreement. Train your test administrators and proctors and ensure that they, as well as all school administrators, sign an FCAT 2.0 Test Administration and Security Agreement. Receive test materials from your district assessment coordinator. Maintain an accurate Test Materials Chain of Custody Form at your school. Inventory the materials within 24 hours of receipt and report missing materials or request additional materials immediately. 82

83 School Coordinator Before Testing Communicate the process for collecting required administration information to your test administrators. Distribute test group codes to test administrators. Make arrangements to test any special program students (district virtual instruction programs, Home Education Program, etc.) who may be testing at your school. Assign proctors, as needed. Arrange practice test sessions. Ensure that appropriate test settings are available for all test sessions. Verify student information and create test sessions. 83

84 School Coordinator Before Testing If any students who require special accommodations are testing at your school, discuss with test administrators how accommodations will be provided (see Appendix A of the Spring 2014 CBT Manual). Distribute Session Rosters and Student Authorization Tickets on the day of test administration. Distribute Seal Codes to test administrators before students begin Session 2. Complete any Computer-Based Assessments Certification district readiness activities as directed by FDOE. 84

85 School Coordinator Before Testing Receive Test Materials Your district assessment coordinator will provide you with the following materials, as appropriate for your school: –Work folders –FCAT 2.0 Reading Passage Booklets –Other materials, as indicated in the Spring 2014 RMS Manual (as applicable) If your school is providing hard copies of the CBT Worksheet or reference sheets, make a sufficient number of copies for all students taking the assessment. 85

86 School Coordinator Before Testing Arrange ePATs Schedule and arrange ePAT practice test sessions as described in the Spring 2014 CBT Manual. Before a student can participate in a computer-based test administration, the student must complete the correct ePAT to become familiar with the computer-based system. However, students who previously participated in an ePAT for the subject test they are scheduled to take are NOT required to participate in an ePAT session for this administration. Instruct school personnel to make students aware that they can access ePATs on their own at any time prior to testing. The ePAT Launcher, ePATs, and scripts for administering the practice tests are all located at Students who require accommodated CBT forms (e.g., large print, color contrast, zoom, screen reader, assistive devices) must complete a practice test for the specific accommodated form or form combination that they will use during testing. Accommodated practice forms are also available at 86

87 School Coordinator Before Testing Create Test Sessions Your district may have created test sessions automatically via the PreID upload. If your district created test sessions through the PreID upload, you will see these sessions when you log in to PearsonAccess. If your district did not create test sessions during the PreID upload, you will need to create test sessions before you can verify student information. These can be temporary sessions for the purpose of verifying student information, or they can be test sessions you plan to use for testing. Detailed instructions on how to create a test session and verify student information are on pages 150–153 of the Spring 2014 CBT Manual. 87

88 School Coordinator Before Testing Computer-Based Assessment Certification The Computer-Based Assessments Certification process must be completed and submitted as directed by FDOE. Schools are responsible for providing information about the number and types of computers to be used for computer-based testing and the number of students to be tested on each day of the administration window. Schools must also respond to questions about the completion of readiness activities. 88

89 School Coordinator During Testing Ensure the test sessions have been started in PearsonAccess. Provide test administrators with additional materials during testing, as necessary. Monitor each testing room to ensure that test administration and test security policies and procedures are followed. Make sure that Security Logs, seating charts, and records of required administration information are being maintained in each testing room. Be available during testing to answer questions from test administrators. In PearsonAccess, monitor session status and resume students’ tests, if necessary. Arrange for and supervise make-up administrations. 89

90 School Coordinator After Testing Verify that all distributed secure materials have been returned. Report any missing materials to your district assessment coordinator and conduct the necessary investigations. In PearsonAccess, stop test sessions and invalidate student tests, if necessary. In PearsonAccess, record accommodations actually used by students. Organize materials and return them to your district assessment coordinator (refer to the Spring 2014 RMS Manual for return instructions). Store Student Authorization Tickets and Session Rosters until results are reported for this administration and then destroy them as directed by the district assessment coordinator. File the FCAT 2.0 Test Administration and Security Agreements and the Test Administrator Prohibited Activities Agreements. 90

91 Technology Coordinator Before Testing Read the 2013–2014 Technology Coordinator Guide, as well as the relevant portions of the Spring 2014 CBT Manual. Read the Test Administration Policies and Procedures and sign the FCAT 2.0 Test Administration and Security Agreement. Ensure all workstations meet the minimum requirements at Confirm TestNav 6.9 software has been installed on all computers to be used for testing. Locally install TestHear on all computers to be used for administering accommodated CBT forms. Ensure all student workstations have successfully loaded the Infrastructure Trial. Meet with the school assessment coordinator to discuss the administration of computer-based tests, to walk through the test administration procedures, and to discuss plans for handling possible technical interruptions during testing. 91

92 Technology Coordinator Before Testing Proctor Caching Instructions for installing the Proctor Caching software are provided in the 2013–2014 Technology Coordinator Guide. Computers used for Proctor Caching do not need to be server-class machines but should meet the system requirements. –Proctor Caching can run on either a Windows or Mac operating system, and each can support both Windows and Mac-based testing workstations. Each testing computer must be configured to refer to a Proctor Caching computer in order to obtain test content. –If more than one computer is being used for Proctor Caching, be sure to specify the IP address of the correct Proctor Caching computer during the TestNav installation process. For example: if there are 80 computers that may be used for testing and two Proctor Caching computers, 40 of the testing computers may be configured to link to Proctor Caching computer A, and the remaining 40 may link to Proctor Caching computer B. 92

93 Technology Coordinator Before Testing Proctor Caching Security Proctor Caching software stores a copy of the test content on the local hard drive of the machine on which it runs. Test content transmitted and stored by the Proctor Caching computer is in encrypted format. –At no time does the Proctor Caching computer un-encrypt the test items. The “Purge cache” function deletes all encrypted test content from the hard drive of the Proctor Caching computer. FDOE and Pearson require that test content be purged at the end of each administration window. Proctor Caching Computer Placement Proctor caching can be implemented at the lab- or school-level. The Proctor Caching computer should be located as close as possible on the network to the student workstations. 93

94 Technology Coordinator Before Testing TestNav Installation instructions are provided in the 2013–2014 Technology Coordinator Guide. Once TestNav has been properly installed and tested, it should continue to run successfully on student workstations through the test administration, as long as no incompatible software updates are made. 94

95 Technology Coordinator Before Testing TestHear ePATs Students are required to participate in a practice test using the ePAT with the same accommodations that will be provided to them on the operational assessment. The accommodated ePATs must be downloaded and installed on the computer workstation that will be used for the practice test. TestHear ePATs will only operate on Windows PC workstations and on Macintosh workstations that have Mac OS 10.5 or later installed and are running Windows (e.g., via Boot Camp). TestHear ePATs will not work on Mac OS 10.4 or on Macs that cannot also run Windows. Instructions for installing and running TestHear ePATs are provided in the 2013– 2014 Technology Coordinator Guide. 95

96 Technology Coordinator Before Testing TestHear TestHear must be installed locally on all computers that will be used by students requiring accommodated CBT forms (e.g., large print, zoom, screen reader, color contrast, assistive devices). Instructions for downloading and installing TestHear are provided in the 2013– 2014 Technology Coordinator Guide. TestHear will only operate on Windows PC workstations and on Macintosh workstations that have Mac OS 10.5 or later installed and are running Windows (e.g., via Boot Camp). TestHear will not work on Mac OS 10.4 or on Macs that cannot also run Windows. TestHear does not automatically resize the screen resolution so monitors should be adjusted to 1024 x 768 prior to testing. 96

97 Technology Coordinator During Testing Ensure Proctor Caching software is running on all Proctor Caching computers. – Turn on Proctor Caching software  Windows: go to Start>All Programs>Proctor Caching>Proctor Caching  Mac: once Proctor Caching is initiated it will not have to be restarted unless it has been manually stopped Adjust monitors that are not correctly displaying test items with shading. Monitor each testing room to ensure that there are no technical issues. Be available during testing to answer questions from test administrators. 97
