Developing accurate requirements Defining performance standards Mitigating project risk (strategy and execution) Tracking earned value (tracking, analyzing, managing) Managing contractor activities “Effectively oversee and manage projects so as to mitigate cost overruns, schedule variance and poor project performance thereby ensuring success”. 3 Department of the Interior January New Governmentwide Emphasis The Federal Acquisition Institute-led (FAI) developed common, essential competencies for program and project management In April 2007, OMB issued the Federal Acquisition Certification Requirement for Program and Project Managers (FAC-P/PM) FAC-P/PM establishes general training and experience requirements for program and project managers DOI is developing a certification policy based on the requirements outlined in the FAC-P/PM for Project Managers (PM)

4 Department of the Interior January New Governmentwide Emphasis OMB designates FAI to continue providing program direction Conducting periodic reviews Mapping competencies to FAC-P/PM learning objectives Assessing current training Developing new training to meet these requirements DOI intends to be leaders in this effort

5 Department of the Interior January Establishes general assignment, training and certification requirements for PM of major projects Meets and/or will exceed core training and experience requirements of the (FAC-P/PM) The DOI focus is on essential competencies needed for PMs of major projects regardless of discipline Still in formulation – working closely with acquisition/procurement, HR and Partnerships Conceptual Policy

6 Department of the Interior January Conceptual Policy Certification Requirement All current and planned major projects within the scope of the policy must have a certified PM assigned Based on industry standard, Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) See for information on project management certification

7 Department of the Interior January Applicability Certified PMs must be assigned to projects with a total cost of > $2 million PM should be assigned to non-major projects with unique complexity and significant risk, as these are also defined as major projects by the DOI CPIC Guide Conceptual Policy

8 Department of the Interior January Conceptual Policy Responsibilities Senior Management will be tasked to ensure that certified PMs are assigned to all major projects PMs will obtain and maintain their project management certification through PMI or equivalent certification Office of Acquisition and Property Management will develop and administer the policy
