2 What’s an MRAP? Mine-Resistant Ambush Protected (MRAP) vehicles that are armored protective vehicles used by our armed forces, whose designed purpose is surviving improvised explosive device (IED) attacks. Writing on the door of an MRAP reads "This truck saved my life as well as 5 others” 2

3 How Do I Get One? Hundreds of excess MRAPs will be available to qualified Law Enforcement Agencies (LEAs) who are current members of the 1033 Program. Interested LEAs simply submit an armored vehicle request to the Law Enforcement Support Office (LESO) via their State Coordinator. It is important for interested LEAs to realize that due to the size and weight of the MRAP a special RGN or “goose neck” trailer is required for delivery and transportation costs can be several thousand dollars. 3

4 Demilitarization Preparation Overview It is also important for interested LEAs to be aware of the fact that at the end of the vehicles life-cycle they will be responsible for preparing the vehicle for Demilitarization prior to turning it into Disposition Services. Removal of the Spall Liner, Armor Panels, and Fire Suppression System are examples of required Demilitarization preparation. To help with Demilitarization preparation, Demilitarization Instructions will be provided that explain the specific “how-to” for each MRAP variant. 4

5 Demilitarization Preparation Spall Liner Removal “What is it?” Spall liners are non- hazardous composite panels made with Kevlar® fiber mounted to the inside of the shell structure of armored vehicles. They protect personnel inside by catching spall fragments of the outer shell blown into the vehicle by the concussion of incoming ordnance. “How do I remove it?” Determine and mark cut lines. Use air-hammer to chip / scrape the Spall liner off the MRAP hull. Discard in accordance with local or State EPA regulations. 5

6 Demilitarization Preparation Armor Panels “What are they?” Armor panels are designed to protect against a broad spectrum of law enforcement threats with lightweight, modular, rapidly employable configurations. Armor panels allow the user to tailor the right amount of protection and can be removed or added depending on the threat level and mission profile. “How do I remove them?” When no longer necessary, or as part of a Demilitarization preparation plan, the armor panels are easily removed by simply un-bolting them and removing the mounting brackets and hangers. Discard in accordance with local or State EPA regulations. 6

7 Demilitarization Preparation Fire Suppression System “What is it?” Automatic Fire Extinguishing System (AFES), is the vehicle’s fire and explosion suppression system installed and integrated in more than 10,000 combat and tactical armored vehicles worldwide. “How do I remove it?” Depressurize all bottles and lines in accordance with local or State EPA regulation. Remove pressurized bottles and lines. Discard in accordance with local or State EPA regulations. 7

8 Demilitarization Preparation Personal, Protective, Equipment The only mandatory PPE required for Demilitarization preparation is a NIOSH- rated particulate respirator. However, other PPE equipment such as proper clothing, eye, and face protection should also be used. NOTE: Prior to any Demilitarization preparation check with your local and/or State Occupational Health and Safety Administration (OSHA) office or representative. 8

9 Demilitarization Instructions Prior to turn-in of the vehicle, LEAs are required to contact the Law Enforcement Support Office at DRMSLESO@DLA.MIL or 1- 800-532-9946 to ensure they are aware of the most recent version of the Demilitarization Instructions that pertain to their variant of MRAP.DRMSLESO@DLA.MIL Demilitarization Instructions are For Official Use Only (FOUO), proper handling of FOUO material is outlined in the FOUO MEMO. 9
