Client-companies work with a single point of contact that delivers high calibre associates within guaranteed time frames. Permanent Placement : A dedicated Adecco consultant makes onsite visits to the client and learns their requirements in order to provide a qualified shortlist of career-minded candidates. The consultants handle the details at every stage – from private interviewing facilities to regular service monitoring and reviews. Outsourcing : It is an end-to-end solution for project management. Adecco recruits the right people, trains them, supplies the necessary technical infrastructure, manages them and ensures the end goals set by the clients are diligently met. 6 Temporary work market in Romania In 2004 (when Temporary work and agencies where for the first time mentioned in the labor law) the market consisted of 4.000 temp associates. (Penetration rate of 0,09 % vs 1,5% average on EU countries) In 2010 the service developed and temps increase to 50.000. Thanks to the new Labor Code and the alignment to the temporary work law according to the EU regulation the number is expected to increase in the near future. (Penetration rate of 1,11% vs 1,7% average on EU countries) In September 27, 2010 the 7 leading companies operating within the HR services field in Romania have founded the Romanian Staffing Association (ARAMT), an NGO striving to ensure flexibility in the labor market and creation of new jobs.

8 Temporary Work Services Definition Temporary employment agencies undertake the selection, hiring and administration of employees, so as to cover the temporary HR needs of the companies for a specific time period the maximum of which is set by local laws. The agency is the direct employer of the employees and the client is the indirect employer that partly has the management of the employees. 13 Eurociett Agency Work Business Indicator – Feb. 2011 Evolution of private employment agencies turnover on main EU markets Employment agencies have tripled their turnover in 2010 in comparison to 2008 when the Global crisis affected the markets. Sweden (+42% in Q4), Poland (+31% in Q4) and France (+20.5% in December) have performed particularly strongly.

14 Temporary work facilitates transitions in the labor market. Between 2003 and 2006 the private employment agency industry created 669,000 net additional jobs in Europe (CIETT data) Agency work contributes to reducing unemployment especially by serving as a stepping- stone into the labor market. More people are employed after working as an agency worker than before. The higher the agency work penetration rate the lower the level of undeclared work. Vulnerable target groups use agency work as a means of entering the labor market. Conclusions: How Temporary work contributes to a better functioning labor market
