2 Assessor – Core Functions  Mandated Complete a yearly assessment roll ($205 Billion, 940,000 Assessments).  Non-Mandated Defending assessment appeals Public service at multiple offices throughout the County Inter-departmental support for the Clerk of the Board, TTC, ACO, and CREST 2

3 Assessor Funding Sources 3 * Other revenue includes Supplemental, CIO Penalty R&T 482, Timeshare Assessment Fee, and other miscellaneous revenue. FY 2007/08 – $30.67M FY 2012/13 – $23.49M Cities, Redev. Agencies, Special Districts (Property Tax Admin) NCC Other Revenue* Assessor PTAP (FY 2007/08) / Clerk-Recorder support (FY 2012/13) $3.76M $10.72M

4 Funding Concerns  Dissolution of the Redevelopment Agencies – need to replace $7.3M (55%) of Property Tax Admin to property tax departments.  Property Tax Administration case pending in California Supreme Court – if lost, revenue may decrease.  Non-recoverable school districts’ property tax admin apportionment.  Diminishing NCC Support.  County Clerk-Recorder unable to continue support after FY 12/13. 4

5 Conclusion  In FY 12/13, the County Clerk-Recorder will continue to support the Assessor to meet 28% NCC cut and maintain mandated services.  In FY 13/14, County Clerk-Recorder support will end. A $7.5M NCC support will be requested to maintain minimum level of mandated services. 5
