30 Best Practice EU FP7 30ENV-NCP-Together International Cooperation in FP7 All ten themes in the Cooperation Programme have an important international dimension and most of the FP7 funding for international cooperation will be available under this Programme. Especially in Environmental problems often have a global character. This a further reason why why international cooperation activities have become a top priority in FP7. The Specific International Cooperation Actions (SICA) address research problems of mutual interest and benefit between the EU and international cooperation partner countries (ICPC).

31 Best Practice EU FP7 31ENV-NCP-Together International Cooperation in FP7 To ensure a balanced thematic and geographic participation by third countries and regions the international collaborative research in Cooperation is supported in several ways: Opening of the thematic areas to all third countries includes dedicated actions and calls for third countries. Specific International Cooperation Actions (SICAs) in each thematic area dedicated to third countries where there is mutual interest on the basis of both the S&T level and the needs of the countries concerned. Coordinated call is a Framework Programme call that is closely coordinated with a similar call issued by a funding agency in a third country.

40 Best Practice EU FP7 40ENV-NCP-Together The Background of ENV-NCP-TOGETHER? The network of National Contact Points is the main channel of communication between the European Commission and Members States respectively contacts with the community of potential participants. The main aim of this project is to reinforce the cooperation between the people and institutions appointed as national contact points (NCP) for the theme Environment in FP7. Furthermore, as FP7 is widely open for the whole world, we will reinforce also the cooperation with International Cooperation Partner Countries, in particular emerging countries, like China, India or developed countries Australia and New Zealand. Some of these countries set up similar networks like NCPs, with high potential to participate to FP.7

41 Best Practice EU FP7 41ENV-NCP-Together Concept and objectives The concept of the work plan is to mix training, practical work side-by-side with experienced NCPs and effective work to ensure that services offered by NCPs reach similar qualitative across Europe. The main objectives of this proposal are: 1. Strengthening the cooperation between NCPs from EU Member States by promoting transnational cooperation; 2. Reinforcing international cooperation with NCPs from some of the International Cooperation Partner Countries (ICPC) with high potential of participation to FP7 3. Increasing the number and improving the quality of project proposals submitted to FP7 calls for proposals by a better service offered by National Contact Points to potential proposers (scientific community industry, NGOs, etc.)

42 Best Practice EU FP7 42ENV-NCP-Together Work Packages 0 - 3 The NCP project is build up in work packages as every FP7 project: WP 0 - Coordination WP 1 - Intra European NCP cooperation The objective of this work package is to improve the quality and professionalism of services delivered by the Environment NCPs. WP 2 - Brokerage Events Between 2010 – 2013 five transnational Brokerage Events will get organised with different thematic or regional focus. WP 3 - Increasing the quality of submitted proposals The objective of this WPs is to improve knowledge of NCP in pre- screening project proposal that are to be submitted in response to EU FP7 calls for proposal for Environment (including global change).

43 Best Practice EU FP7 43ENV-NCP-Together Work Packages 4 - 5 WP 4 - International Cooperation The aim of this WP is to share international cooperation contacts in the NCP Network. Important partners are the Asian countries. Objectives are to enquire the needs and activities of third country in environmental research, to rise the awareness and disseminations of NCP in ICPC and to exchange expertise and know how with NCP like networks in ICPC WP 5 – Mapping Indian Research Potential The main objectives of this WP are to map the Indian research organizations acting in environment (universities, companies, research units, etc.) able to participate successfully to FP7 and to strengthen EU-Indian cooperation on FP 7 projects.

44 Best Practice EU FP7 44ENV-NCP-Together Work Packages 6 - 7 WP 6 - Dissemination and communication The main objectives are to making the Environment NCP project visible to researchers (academia and industry) and to make researchers needs visible to the Environment NCPs. WP 7 - Pan European survey of environment sector The WP will provide NCPs with knowledge of the research potential in the environment sector across the European countries and to increase their awareness of the state of the art in the environment sector in their respective country as well as in the countries that take part in the project.
