4 DAVID HARDING - Experience & Employment Precis I was educated at Humberside University, where I gained an HND in Business & Finance, and have been employed within benefit investigations since 1995. Prior to my current employment, I was employed by the Benefits Agency Benefits Investigation Service (BFIS). As a result of this and my work at Hull City Council (HCC), I have broad and thorough experience in the investigation of many forms of benefit abuse. This experience is underpinned by my accreditation as a Counter Fraud Officer under the Professionalism in Security (PINS) course. Prior to leaving BFIS, I undertook a number of periods acting as Line Manager, covering periods of holiday leave, and deputising for a Team Leader who worked part-time hours. I was responsible for the smooth running and achievements of up to 3 investigators and clerical support staff. I was also involved in the development of business plans when BFIS moved from Weekly Benefit Savings (WBS) to Monetary Value Adjustment (MVA),with sanction/prosecution based targets, and later the introduction of Best Value Performance indicators (BVPI'. Whilst I have worked for Hull City Council, I have investigated a full range of allegations of benefit abuse. The notes & recording of which have been complimented on for their clarity and conciseness I have also taken my experience gained at BFIS in writing a report, detailing plans for areas of investigation for the pro-active investigation team, which was introduced January 2002. I have also maximised the capabilities of Hull City Council’s computer based diary package to assist investigator’s caseload management. My Managers have praised the effective way that I have proposed and introduced new ideas and working practices. I have demonstrated the effectiveness of utilising surveillance practices in investigations, and developed a spreadsheet which is used by individual officers in order they can monitor savings which they have submitted against targets.

5 DAVID HARDING - Experience & Employment Precis (Cont) I worked as a liaison point with BFIS and a neighbouring Local Authority as part of our Service Level Agreement (SLA). We met quarterly to resolve any problems with the SLA and monitor forthcoming plans with view to closer working initiatives, prevention of duplication of work and the sharing of new ideas and good working practices. On of my achievements was the negotiation that each investigating body draws up forward plans for pro-active exercises. Firstly to ensure that exercises are not duplicated, and secondly to promote the exchange of historical data to develop risk assessments. I have also utilised my liaison in providing training and awareness for my colleagues. I have most recently arranged for a Decision Maker from the Department of Work & Pensions to give a presentation on aspects of Living Together as Husband & Wife decisions. I have negotiated other training in conjunction with other investigative bodies. The nature of my job has meant that I am usually required to work outside of my office, with little or no direct supervision. This is an environment from which I thrive, as I relish the opportunity to develop my own goals and objectives, and to manage my time effectively to ensure that these targets are realised. Current salary in excess of £20,000(GBP) expectations are variable according to region and associated job benefits.
