OVEVIEW Provide a general overview of the environment related to government relations. –Managing dependencies –Inadequate resources –Focus on relationships In depth case study – Reaching Higher II
Designed to be Dependent Government grants and contracts –54% of total revenue –57% of operating funds –70% of capital funds across Canadian publicly supported universities (2002-2003)
Profound Inadequacies Inadequate funding levels Lack of stability Increasing interventionism No change anytime soon.
Managing the Dependency Adapt to interventionism –Government funding Government objectives Alternative revenue streams –Non-governmental sources Success depends on rewired relationships –Wag the dog
Rewired Relationships Meaningful ties –Placing, supporting, converting –Inside and outside government Winning proposals –Focus outward on solutions to funders’ problems Strategic proposals as moves in long game –Ultimate goals are constant Core values and aspirations (Who do we want to be?) –Strategy is dynamic Proposals at intersection of York’s goals and funders’ agenda Conditions and agendas change Projects build upon each other over time
Current Situation – Reaching Higher II In 2005, the Ontario Government announced “Reaching Higher” a five-year funding plan for Ontario post-secondary Institutions. COU is looking begin discussions with MTCU on the next five year funding plan set to begin in 2010-11. York should work now position itself as MTCU develops the new plan.
Elements of Reaching Higher Reaching Higher I had four key elements – Quality – Access – Growth – Health Human Resources Quality ~ $250 M allocated over 3 areas – Unfunded BIUs – General Quality – Special Projects
Elements of Reaching Higher Growth ~ $300 M – Focus on graduate expansion – Unexpected undergraduate expansion has been problematic. Health Human Resources ~ $100 M –Undergraduate & postgraduate MD expansion –Small amount for clinical education
Elements of Reaching Higher Access ~ $30 M across several areas – Northern Grants – Bilingual Grants – First Generation – Students with Disabilities
Possibilities for Reaching Higher II Growth – GTA Growth will be a key focus – Enrolment Contracts – Mirrors York’s Strategic Growth to rebalance –Partnerships with other postsecondary partners. Quality – Need to define what we mean by quality –Likely to continue the focus on pilot projects
Possibilities for Reaching Higher II Health Human Resources – Faculty of Health & proposed York Medical School – Focus on delivery in York Region Access – Pathways between Colleges and Universities –Build on York’s leadership in bilingual and accessibly (first generation) education
Possibilities for Reaching Higher II Other Possible Elements – Capital Planning – Explicit Link to Research – Others
