WASH Cluster – Emergency Training S WASH STRATEGY Session 3 Strategic Planning S3 1

WASH Cluster – Emergency Training S To reach common agreement on how the sector/cluster should deal with an emergency situation, and set the guiding framework (priorities, targets, standards) for the response. S3 2 Purpose of a WASH strategy

WASH Cluster – Emergency Training S 1. Consider scenarios and assumptions 2. Prioritise needs 3. Identify duplication and gaps 4. Set objectives 5. Outline response strategies 6. Outline WASH projects/activities S3 3 Steps in developing a strategy Situation analysis Needs Capacities Stakeholders WASH action Mobilise resources Advocacy M&E

WASH Cluster – Emergency Training S S3 4 What is scenario planning?

WASH Cluster – Emergency Training S Identify potential situations/events. Identify assumptions Identify likely triggers Identify those worst affected Determine the impact Agree the most likely scenario S3 5 Scenario planning process

WASH Cluster – Emergency Training S In groups: Read the case study. Note down what you consider to be the best, worst and most likely scenarios in “Ardan“ over the next 3-6 months. Note any assumptions made in relation to each scenario. You have 20 mins for the exercise. S3 6 Group work

WASH Cluster – Emergency Training S Selection Accuracy Equity WASH cluster/sector agreement Transparency Changing context S3 7 Prioritising needs - challenges

WASH Cluster – Emergency Training S Prioritising needs Basic process: Record main problems/ needs in a simple matrix. Rank in order of severity based on 3-5 critical issues Consider costs/resources related to each problem. Compare outcomes and select priorities S3 8 Severity ranking criteria for analysis Red Severe situation: urgent intervention required Orange Situation of concern: surveillance required Yellow Lack of/unreliable data: further assessment required Green Relatively normal situation or local population able to cope; no further action required

WASH Cluster – Emergency Training S S3 9 Gap analysis

WASH Cluster – Emergency Training S Address priority WASH problems/ needs Relate to specific stages or aspects of the response Take account of context, available capacities, early recovery, cross-cutting concerns Relate to community needs and interests, not only external goals. S – specific M – measurable A – accurate R – realistic T - timebound S3 10 Setting objectives

WASH Cluster – Emergency Training S Explore alternative response options – keep to a minimum Focus on what is feasible and appropriate Consider the longer-term perspective –early recovery and emergency preparedness. Review and revise – monitor effectiveness and context. S3 11 Response strategies The suitability of response strategies may be very short lived in the early WASH response

WASH Cluster – Emergency Training S Using your ‘most likely scenario’: 1) Highlight any duplication or gaps 2) Agree the main WASH priorities (services, target groups/locations) 3) Highlight cross cutting issues that need to be addressed 4) Identify 3-5 key WASH sector objectives 5) Identify implementation strategies for WASH and cross cutting priorities. You have 60 mins for this exercise S3 12 Group work
