3 3 Preparatory process Overall partnership: A.Kick-off by DGCA ‘list of actions’ B.ECAC experts (including Eurocontrol) turns list into set of working papers with consistent policy C.Validated by European Union political process D.Confirmed by ECAC DGCAs E.Now open up to European ICAO region

4 4 Main policy lines  Build on conclusions of previous conference (move towards pro-active approach, focus on safety critical elements and implementation etc.)  Three major strands in policy  Move towards continuous monitoring approach  Organise flow of safety information  Take firm action

5 5 A. Support Continuous monitoring approach  New philosophy  Transform USOAP  Evidence based  Pro-active  Cost efficient  Use conclusions to make technical cooperation more effective

6 6 B. Organise safety information flow  Guarantee more transparency  Agree on modalities for exchange  Also for travelling public  Facilitate information flow: turn raw safety data into relevant and validated safety information

Act on Safety Deficiencies (1)  Lessons learned from recent accidents and operational experience  Introduce new technologies  Review operations and implementation SMS  Review training standards  Improve technical cooperation:  Prioritize in function of safety deficiencies  Work through regional organisations

Act on Safety Deficiencies (2)  Review scope significant safety concerns  Review procedure  Focus on serious deficiencies  Enforcement of safety standards:  ICAO to communicate infractions  No new operators without effective oversight  Better overview of differences  New state safety management annex  Codification of existing requirements  Facilitate implementation States’ obligations
