NERC PC Issues Update WECC PCC Meeting John Simpson, RRI Energy Planning Coordination Committee Seattle, WA June 10 - 11, 2010

2 Planning Committee Recent Activities ● Last NERC PC meeting March 16 – 17 ● Joint OC/PC/CIPC Web Conference held on June 8  HILF Report completed  Standards Process update – goal to complete all Order 693 directives by 12/2011  CIP Standards update  Compliance update  Lessons Learned program ● Next NERC PC meeting June 15 – 16

3 Planning Committee Recent Activities ● Reliability Assessment Subcommittee  Reliability scenario assessment to PC for approval.  Steep economic recovery resulting in high demand growth.  Emerging Issues for PC risk assessment for 2010 LTRA  Approval of version 2.1 of Reliability Assessment Guidebook and recommendation to disband RAGTF

4 Planning Committee Recent Activities ● Resource Issues Subcommittee  RIS prepared a recommendation for a method to handle demand response in the NERC reserve margin calculation.  Recommendation is to treat DR as a resource and not a modifier of load.  PC did not approve the proposal in March.  RIS asked to develop examples of application of its recommendation in several regions.  RIS has added these examples to their report and still recommends DR be treated as a resource. 4

5 Planning Committee Recent Activities ● Transmission Issues Subcommittee  White paper on Power System Model Validation.  TIS supporting VAR SAR development, NERC Project 2008-01. SAR finalized and project moving to standard development. 5

6 Planning Committee Recent Activities ● System Protection and Control Subcommittee  Proposing a plan to revise the recently approved Technical Reference Document on Power Plant and Transmission System Protection Coordination.  Working on a Technical Reference Document on Backup Protection based on recommendations from events analysis of the Florida 2008 event. 6

7 Planning Committee Recent Activities ● Data Coordination Subcommittee  PC requested to approve posting a white paper “Planning Data Issues and Recommendation” for public comment.  Paper addresses numerous planning data topics including a discussion on whether to acquire planning data through standards or through a Section 1600 process.  Paper also discusses whether GADS data should be made mandatory.  WECC members should review and comment on this white paper. 7

8 Planning Committee Recent Activities ● Reliability Metrics Working Group  PC requested to approve 2010 Annual Report on Bulk Power System Reliability Metrics.  PC feedback requested on nine new 2010 reliability metrics. ● Smart Grid Task Force  Feedback requested on draft report. ● Reliability Fundamentals Working Group  PC requested to approve Reliability Concepts Document.  PC to provide feedback on future RFWG work activities. 8

9 Planning Committee Recent Activities ● Reliability Impacts of Climate Change Initiatives Task Force  PC approved final report.  Report in final editing prior to being presented to the NERC Board. ● Integration of Variable Generation Task Force  PC requested to approve report on Standard Models for Variable Generation. 9

10 Planning Committee Recent Activities ● Frequency Response Initiative  PC requested to assign 2 tasks to the TIS and MVTF. 1.Improve transient dynamics models of primary control response for generators and other devices. 2.Develop and implement mid-term dynamics models of primary control response for generators and other devices. 10
