4 Research initiated by the European Commission across 30 countries UK research led by consortium of Sector Skills Councils Aim to ensure employers in the Construction, Built Environment and Renewable Energy sectors have the skilled workforce to meet the EU 2020 energy targets First Step: ‘Status Quo’ Report – published 2012 Evidence base to inform 2020 Skills Roadmap and Action Plan Introducing Build Up Skills

5 IEE/11/BW1/479/S12.604616, 11/11 - 05/13, 06.12.11 Research into the Status Quo presented evidence in respect of the following: Characteristics of the built environment sector National policies and strategies towards the EU 2020 energy targets Statistics on the built environment and energy sectors Analysis of existing training provision Skills gaps based on the needs for 2020 Barriers faced Starting point for the Roadmap

6 Key Policy Drivers IEE/11/BW1/479/S12.604616, 11/11 - 05/13, 06.12.11 EU Targets: 20% reduction of greenhouse gas emissions (baseline 1990 levels) 20% of energy from renewables 20% increase in energy efficiency In the UK, Government reaffirmed its commitment to active intervention through the Climate Change Act 2008. Northern Ireland have set targets of 40% for renewable electricity and 10% renewable heat by 2020. The Energy Act 2011 built on this with three principal objectives: 1.tackling barriers to investment in energy efficiency; 2.enhancing energy security; 3.enabling investment in low carbon energy supplies.

8 Energy Efficiency Initiatives IEE/11/BW1/479/S12.604616, 11/11 - 05/13, 06.12.11 Feed in tariffs and renewable heat incentive – introduced to help increase the levels of renewable energy in the UK 2011 Renewable Energy Roadmap – outlines a number of targeted and practical actions to accelerate renewable energy in the UK Building Regulations – major effect on both new build and retrofit activity and thus impacting on Carbon Emissions Commitment to low/zero carbon construction – New build and retro fitting

9 Energy Efficiency in Northern Ireland Energy Efficiency in Northern Ireland IEE/11/BW1/479/S12.604616, 11/11 - 05/13, 06.12.11 Green Deal is not rolling out in Northern Ireland. Short term – opportunities will involve securing work in Britain. Longer term – Nevin Economic Research Report suggests possible rollout of Green Deal type retrofit scheme. Minister for Social Development – report premature at the moment but will be looked into further once Green Deal has rolled out in Britain. Other retrofit schemes available such as Warmer Homes.

10 Barriers to progress IEE/11/BW1/479/S12.604616, 11/11 - 05/13, 06.12.11 Skills and knowledge gaps likely to impede the sector`s capacity to meet the 2020 targets Challenges to workforce capacity in areas of emerging needs Supply of training provision limited in relation to emerging technologies Changing Government policies leading to uncertainty Low employer and consumer awareness of the issues.

11 Priority knowledge needs IEE/11/BW1/479/S12.604616, 11/11 - 05/13, 06.12.11 Priority knowledge requirements reported by employers: (low current knowledge level/high future need) Energy efficiency funding mechanisms Pros and cons of energy efficient measures in relation to: Different types of building fabric Buildings constructed pre and post 1919 Hard to treat buildings Different types of energy efficient materials and technologies Air quality, air tightness and ventilation requirements ‘Hierarchy’ of energy efficiency measures

12 IEE/11/BW1/479/S12.604616, 11/11 - 05/13, 06.12.11 Road Map: KEY OBJECTIVES 1.Embed energy efficiency knowledge into existing qualifications and frameworks – Using common language and agreed standards. Includes CPD. 2.Address skills gaps and embed solutions into existing qualifications and frameworks – May dictate additional unit/s of competence both technical and generic (e.g. customer service) 3.Establish and maintain appropriate quality assurance underpinned by appropriate accreditation – Possibly following branded models such as Gas safe and uprating CSCS cards 4.Address barriers to training that exist in the skills infrastructure – Greater flexibility, multi skilling, speed of qualification development etc.

13 IEE/11/BW1/479/S12.604616, 11/11 - 05/13, 06.12.11 Road Map: KEY OBJECTIVES OUT OF THE SCOPE OF THIS PROJECT BUT HIGHLIGHTED BY RESEARCH RESPONDENTS AS IMPORTANT TO ADDRESS 5. Raise awareness and understanding of, and stimulate demand for, energy efficiency measures among consumers and employers. 6. Seek to influence Government so that their energy efficiency policies and legislation offer reassurance of longevity to the sector. 7. Seek to embed the green agenda fully by seeking cultural and behavioural change.

14 IEE/11/BW1/479/S12.604616, 11/11 - 05/13, 06.12.11 Road Map – communication of findings and endorsement (today is one step towards this) Address the wide range of external issues (e.g. the needs of Advisors and Professional Occupations) through separate initiatives Communicate non-skill specific issues to other stakeholders and policy makers Prepare for BUSUK Pillar two – the implementation strategy (bid to EU to be submitted 30 th April 2013) Where now?

15 IEE/11/BW1/479/S12.604616, 11/11 - 05/13, 06.12.11 A Roadmap for all the UK From the beginning of the project it has been important to produce a strategy that is for all UK Nations. Worked towards this with frequent consultation with steering committees in each of the nations and government departments. The Roadmap and specifically the Status Quo provide insight into the national situation and can feed into parallel initiatives. Pillar 2 opportunities will secure more funding to implement initiatives in Northern Ireland but only in accordance with Government and industry’s approval!
