Public Security S & T Summer Symposium 2009 Ottawa, ON – 15-18 June 2009 Standard for Protection of First Responders From CBRN Events Dr. Eva Dickson – Royal Military College Patricia Wait – Canadian General Standards Board Government of Canada Canadian General Standards Board Gouvernement du Canada Office des normes générales du Canada

Introduction – Project Specifics Project CRTI 05-0016RD: –Development of a Canadian Standard for Protection of First Responders from Chemical, Biological, Radiological and Nuclear (CBRN) Events Project Lead: –Public Works and Government Services Canada (PWGSC) Standards Development Partner: –Canadian Standards Association

Introduction – Project Specifics Federal Partners: National Research Council Public Safety Canada Royal Canadian Mounted Police Royal Military College of Canada Transport Canada Industry/Other Partners (First Responders): Canadian Association of Fire Chiefs Canadian Council of Health Services Accreditation Canadian Healthcare Association Canadian Police Association Canadian Public Health Association International Association of Fire Fighters (IAFF) Canadian Office Paramedic Association of Canada

Project objectives, relevance, and impact To develop a National Standard of Canada for personal protective equipment for first responders (emergency medical, fire and police services) in the event of a chemical, biological, radiological or nuclear (CBRN) incident –common language for events, hazards and response activities –interoperability To assist first responder organizations in the selection, care and use of CBRN personal protective equipment –realistic, risk-based guidance on the appropriate level of protection, capabilities and limitations of PPE –achieve suitable protection and functionality

PROGRESSANDRESULTS

Major Milestones & Activities Evaluate Guidance Document - CRTI Project 0029RD- 2004 Establish the Technical Standards Committee Prepare draft standards Convene committee meetings Connect to ISO Activities (Technical Committee 94/Subcommittees SC13 & SC 15 – Respirator & Clothing) Manage a public review period Implement quality and procedural reviews Issue letter ballots on the draft standard Review by Standards Council of Canada Translate, edit and publish the standard Develop an implementation strategy to promote the use and adoption of the standard The standard is targeted for publication in May 2010.

CONTENT OF THE STANDARD

Contents: Introductory Material 0-3 Introduction, Scope, References, and Definitions Background on how and why to use the standard –Release and contagious outbreak events –First responders and receivers –PPE selection and use –Procurement, on-scene selection, training aid, use and life-cycle management –Recognised and limited use configurations

Contents: Introductory Material 4 Anatomy of a CBRN Event Common framework for assessing / categorizing events so that selection can be systematically performed This is needed because selection is based on where and when PPE will be used as well as on type of event –Hazard Identification and Risk Assessment –Response Phases –Release of CBRN material –Contagious Outbreak Events

Contents: Selection and Use 5 PPE Selection for CBRN Release Events Processes and information for selection during procurement, and on-scene, from recognised configurations –Equipment Configuration Codes (RPD + DPE) –Recognised Configuration Descriptions (Systems) –Selection for a Release Event

Selection Tables: Example Event type PPE Class Location of use C1S or C1s C2SCFS Suspicious powder Hot zone YYY Protective action/ warm zone YYY Rad Hot zone YYY Protective action/ warm zone YYY Bio Hot zone YYY Protective action/ warm zone YYY Phase 1- unknown Hazard Initial isolation zone / inner (safety) perimeter YNN

6 PPE Selection for Contagious Outbreak Events Selection is for worst-case exposure using a predictive model (Annex F) that yields risk of infection levels, based on: –use of Category A bioagents –various types of response activities Contents: Selection and Use

7 Limited use PPE Descriptions of unrecognised RPD, DPE, and system configurations (dont meet any or suitable standards) –discussion of potential limitations in use of various system configurations 8Employer and Manufacturer Responsibilities Contents: Selection and Use

Contents: Annexes Annex B: Hazards and Risk Assessment [informative] Potential characteristics of CBRN Terrorism release events and relevant ref information Annex C. Acceptable equipment / standards and required evaluation methodologies [Normative] states requirements for various respirator styles, and entire protective systems worn with respirators SCBA, PAPR, APR multi-hazard and particulate only protection system protection requirements based on NFPA styles and other styles as needed

Contents: Annexes Annex D. System integration and protective and user performance determination Addresses procedures and test methods for assuring equipment works as a system and in practice Sizing and Qualification for the individual Functionality Durability Simulated Workplace Protection Factor Requirements Respiratory/eye protection Thermal burden (heat stress) Supplemental info in Annexes G - I

Contents: Annexes Annex E. PPE descriptions and other standards Gives more information on PPE styles and standards they may or may not meet –RPD descriptions and standards –DPE descriptions and standards Rationale for selection

Conclusion New National Standards Project - Standard for Protection of First Responders From CBRN Events –Using a proven process for Standards Development –Risk- and science-based selection criteria –Fully involved operational community –Related international work Appreciation is Extended to: –CRTI –Project Proposal Signatories - Partners –Project Charter Signatories - Partners –Committee Members for in-kind contributions –Committee Chairperson
