2 W HAT IS C AREER AND T ECHNICAL E DUCATION ? Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV), through the USDOE Office of Vocational and Adult Education (OVAE) Competency-based programs that offer a sequence of courses designed to prepare students for further education or employment in high demand, high skill, or high wage fields Centers must offer programs in at least 5 of 16 Career Clusters: – Agriculture; Architecture & Construction; Arts, A/V & CMN; Business; Education & Training; Finance; Government & Public Admin; Health Science; Hospitality & Tourism; Human Svcs; Info Technology; Law & Public Safety; Manufacturing; Marketing; STEM; Transportation & Logistics

Twenty-five centers in New Hampshire – Also two sub-centers and three VT-based centers Serve regional student populations based on Regional Agreements with surrounding districts Most programs take two years Competencies based on national standards and vetted by CTE, industry, and postsecondary representatives; updated every five years

CATE: C areer a nd T echnical E ducation Collects data related to CTE programs and student enrollments in those programs Three collections a year: – Beginning of Year (BOY); Middle of Year (MOY); End of Year (EOY) – Three submissions per collection: CATE_BME-OY, CATE_Course, CATE_Student Course Tuition and Transportation (T&T) reimbursement (AV-1/AV-2 reports)

6 CATE Submission data elements can be found through the NH DOE Data Dictionary CATE D ATA E LEMENTS Many data elements are similar to those collected by i4see submissions Example: SASID, Date of Birth, SAU/District/School numbers Certain data elements are specific to CTE Example: Program CIP code, transportation code, concentrator/program completer status, technical skill assessment, etc

15 F EDERAL R EPORTING : CAR AND EDEN OVAE requires Career and Technical Education to report annually on eight performance indicators at the secondary level: – Academic Attainment: Reading & Math (EDEN N142) – Technical Skill Attainment (EDEN N157) – High School Completion (EDEN N82 and N83) – Graduation Rate (EDEN N154) – Placement (after high school) (EDEN C158 and C169) – Nontraditional Participation and Completion (EDEN N155 and N156) Nontraditional students are those who take part in a program in which their gender comprises 25% or less of that career field. For example, females are nontraditional Automotive Mechanics students; males are nontraditional Cosmetology students Postsecondary performance indicators are populated by the Community College System of NH Both secondary and postsecondary must submit enrollment information (including demographics), financial information, and a detailed narrative. All reporting is due by December 31 st each year

16 F EDERAL R EPORTING : CAR AND EDEN Secondary Performance Indicator data are reported to OVAE through EDEN/EdFacts – Local performance indicator and enrollment reports are distributed by the Bureau to our regional CTE centers in the late winter/early spring All other federal reporting is done through the Consolidated Annual Report (CAR) CTE data are required specifically on six special populations, in addition to the total CTE population – Limited English Proficiency (LEP); Students with Disabilities (IEP); Economically Disadvantaged; Single Parents/Single Pregnant Teens; Displaced Homemakers; Nontraditional students

17 D ATA R ETRIEVAL Certain data are retrieved from other NHDOE systems using student SASIDs – This prevents the duplication of both data and effort, and helps protect student privacy – Examples: Race; gender; grade level; postgrad plans; NECAP scores; National Student Clearinghouse data; IEPs; LEPs; economic disadvantage; migrant status Other data are collected in CATE and are specific to CTE – Examples: Program concentrator & completer status; nontraditional program designations; single parent & displaced homemaker; technical skill attainment – While not necessary for federal reporting, student sending and receiving school data are used to generate AV-1 T&T reimbursement reports
