2 Recent Developments December 6, 2013: Hay Group Study Recommended a centrally managed school district program with standard health plan options and cost sharing December 12, 2013: Governors Budget Included one-time energy monies in the amount of $100 per adjusted average daily membership

3 Education Funding Legislative Priorities Increase instructional funds made available to school districts –Increase Formula Funding with multi-year plan [AS 143.17.420] –Add Technology Funding Factor in addition to Voc Ed Factor [AS 14.17.420] –Increase correspondence student funding to 100% [AS 14.17.430]

4 Education Funding Legislative Priorities…contd Provide for one-time monies to offset operating costs –Add one-time health insurance relief to offset rising costs while districts or State continue to work on pooling or other solution –Provide one-time funding for energy relief to offset rising costs

5 Education Funding Legislative Priorities…contd If multi-year funding is not an option, provide tools that will assist districts with managing the year-to- year or pay as you go funding structure –Fix the provisions related to reduction in force (RIF) to be more flexible by changing or removing the two criteria. They are AS 14.20.177(a)(1) school attendance in the district has decreased; and AS 14.20.177(a)(2) the basic need of the school district decreases by three percent or more from the previous year. [AS 14.20.177] –Change intensive count to 2% of student population [AS 14.17.420(a)(2)]

7 Revenue Assumptions Borough Revenue continues to INCREASE at 3% Federal Revenue Maintains with ZERO INCREASE or DECREASE State Energy Relief Funding continues at $100 per Adjusted ADM Student Safety and Security Grant ends after FY14 ZERO INCREASE or DECREASE in the State Foundation Formula Intensive Count maintains at 321 students Other Local Receipts maintains with ZERO INCREASE or DECREASE

8 Expense Assumptions Certificated Salaries are maintained with an average annual step INCREASE of 1.8% Non-Certificated Salaries are maintained with an average annual step INCREASE of 3.2% Health and Life insurance INCREASE at an annual rate of 8% with the INCREASE split 50/50 between employee's and the District (Overall INCREASE to District costs equal 4%) All other deduction factors are maintained with any INCREASE due to INCREASE in Salary factors Utilities INCREASE at an annual rate of 10% Insurance Bonds & Premiums INCREASE at an annual rate of 1.5% Indirect rate is maintained at 5.58% annually and amounts are based on Grant projections included in the FY14 Budget Book All other Non-Personnel accounts are maintained with ZERO INCREASE or DECREASE
