Create a central service so: –People can send their mobile phone number and their Postcode (RECEIVERS) –ESOs and Community Groups (SENDERS) can send secure messages to that Postcode –….that are then sent directly to Receivers registered for that Postcode –….and posted directly to a Postcode Page on the Web Make sure all Senders are genuine, to protect against the wicked Develop it in association with operational Police Within a Not For Profit foundation Charge Receivers an annual fee to –make the service user-pays and self-supporting –remove the cost to government
