Morris/Deal Commission Co-Chaired by: Johnny Morris, founder and CEO, BassPro Shops Scott Deal, president, Maverick Boats

Morris/ Deal Commission Findings 1. Establish a national policy for recreational fishing 2. Adopt a revised approach to saltwater recreational fisheries management 3. Allocate marine fisheries for the greatest benefit to the nation 4. Create reasonable latitude in stock rebuilding timelines 5. Codify a process for cooperative management 6. Manage the forage base

Recreational Fishing by the Numbers 455,000 recreational fishing jobs v. 381,000 commercial fishing jobs $70 Billion economic impact from saltwater recreational fishing 58% of boat outings include fishing

INCORPORATE RECREATIONAL FISHING OBJECTIVES IN THE MSA REAUTHORIZATION. WORKING DRAFTS ARE BEING CIRCULATED BY REP. DOC HASTING AND SENATOR MARK BEGICH Ask your Legislator to:

Ethanol PRESENTED BY Nicole Vasilaros

Renewable Fuel Standard Enacted in 2005, expanded in 2007 Purpose: US desire to shift dependency from foreign energy sources Main Provisions: Ethanol subsidies Relief from environmental laws with RVP waiver Renewable fuel mandates--- 36 Billion Gallons by 2022

EPA E15 Partial Waiver EPA granted in 2010: 2001 and newer vehicles ONLY Prohibited for small engines and older vehicles including: Boats, Lawnmowers, Snowmobiles, Weed whackers etc.

Ethanol: Taking a Turn for the Better? EPA announced in November 2013 proposed regulation to lower 2014 Renewable Fuel Obligations First time ANY Administration taken action to lower requirements of Renewable Fuel Standard Implications? Ensures continued availability of E0 (3% of total fuel production) Blend Wall not breached, flooding market with E15 What is Next?

Why E15 Ethanol is Bad for Boats Marine and many other engines are not designed, calibrated, certified, or warranted to run on E15 Tests conducted by NMMA members have demonstrated that E15 can cause severe engine damage; E15 also causes performance issues such as starting problems, stalling, and fuel vapor lock; E15 leads to increased water absorption and phase separation of gasoline and water while in the tank; E15 causes increased emissions of smog-forming pollutants such as NOx, because the ignition of E15 creates a higher combustion temperature than does straight gasoline or E10.

Stakeholder Involvement

9.9HP Carbureted 4-Stroke More carbon deposits on piston underside and rods of E15 engine. E0 E15

300HP Supercharged 4-Stroke Cylinder 3 Top Valve Cylinder 3 Bottom Valve Cylinder 6 Top Valve

200HP EFI 2.5L 2-Stroke Recovered Pieces from Failed Rod Bearing Undamaged Rod Damaged Rod Undamaged Bearing

Ask Your Legislator Only Congress Can Fix the RFS! House: Co-sponsor HR 1462, Rep. Goodlatte, to reform the Renewable Fuel Standard and protect marine engine equipment Senate: Co-Sponsor S. 1807, Senators Feinstein and Coburn, to eliminate the corn ethanol mandate

PRESENTED BY Jeff Gabriel Sport Fish Restoration & Boating Trust Fund

What is the SFRBTF? The Sport Fish Restoration and Boating Trust Fund (SFRBTF) provides funding for fisheries conservation in the U.S., and is a critical funding pool for a diverse set of important state and national recreational fishing and boating programs. Sport Fish Restoration & Boating Trust Fund

How does the SFRBRF work? SFRBTF receives its funding from an excise tax on fishing tackle and equipment as well as from the 18.3 cents per gallon federal tax on gasoline used in marine engines and other small engines The SFRBTF amounts to approximately $600 million per year Sport Fish Restoration & Boating Trust Fund

SFRBTF

Stocking of almost 4 billion fish Development of 11,000 public boating access ramps and sites 4.7 million students taught aquatic education 63,000 acres of fish habitat protected SFRBTF Accomplishments

Ask Your Legislator To support reauthorization of the Sport Fish Restoration and Boating Trust Fund as part of the 2014 Highway Bill. Sport Fish Restoration & Boating Trust Fund

PRESENTED BY Nicole Vasilaros Aquatic Invasive Species

What is an invasive species? Plant or animal that is non-native to an ecosystem Why should I be concerned? Once an invasive is introduced, it is extremely difficult to prevent it from spreading throughout the whole ecosystem Invasive can lead to substantial economic damage and contribute to significant changes in aquatic habitats Invasive can discourage fishing and boating opportunities, reducing economic output from the industry and tourism

Boaters are the first line of Defense! Cleanall visible aquatic plants, zebra mussels, and other prohibited invasive species from watercraft, trailers, and water- related equipment before leaving any water access or shoreland. Drainwater-related equipment and drain bilge, livewell and baitwell by removing drain plugs before leaving a water access. Disposeof unwanted bait in the trash

How Can Congress Help Prevent the Spread of Aquatic Invasive Species? Ask your Legislator to: 1. Appropriate money towards research, education and best practices to communicate to boaters, anglers, and other uses how to best prevent the introduction and spread of a species. 2. Co-Sponsor HR 4001, by Rep. Candice Miller, which funds the design and construction of physical barriers to prevent the Asian carp from invading the Gr.eat Lakes

PRESENTED BY Jeff Gabriel Business Activity Tax Simplification Act (BATSA)

In an effort to bring in more revenue, States are assessing income, franchise or gross receipts taxes on businesses that have no employees or property in the State; Recent court decisions on the issue have only led to uncertainty, and the Supreme Court has declined to take a case on the issue; BATSA would clarify when a State can tax a business with little or no physical presence in that State; Businesses need clarity in what constitutes physical presence in order to anticipate business tax costs; The lack of clarity has led to unexpected tax burdens, hesitancy in business expansion, and reduced international competitiveness of US companies.

Business Activity Tax Simplification Act (BATSA) Ask Your House Member: To co-sponsor the bipartisan Business Activity Tax Simplification Act, HR 2992 (Reps. Sensenbrenner and Scott), which modernizes state business tax laws by requiring that a business have a physical presence in a state before that business can be subjected to a state's business activity tax. Urge the House Judiciary to pass HR 2992 out of committee. Ask Your Senator: To support such legislation in the Senate.
