3 DSS MISSION AND VISION DSS SB PROGRAM BRIEF 041333 Mission On behalf of the Department of Defense and other U.S. Government Departments and Agencies, the Defense Security Service supports national security and the warfighter through our security oversight and education missions. DSS oversees the protection of U.S. and foreign classified information and technologies in the hands of industry under the National Industrial Security Program (NISP) and serves as the functional manager for the DoD security professional development program. We provide security education, training, and professional development services as the functional manager for the DoD security professional development program, and for other U.S. Government personnel and contractor employees, and representatives of foreign governments, as required.

6 Counterintelligence (CI) DSS SB PROGRAM BRIEF 041366 Mission Identify unlawful penetrators of cleared U.S. defense industry and articulate the threat for industry and U.S. government leaders. With that mission in mind, the CI Directorate's premier publication, Targeting U.S. Technologies: A Trend Analysis of Reporting from Defense Industry, analyzes suspicious contact reports (SCRs) from across the cleared contractor community describing suspicious foreign activity targeting U.S. personnel, technologies, and export-controlled products.

7 Industrial Security Field Operations (ISFO) DSS SB PROGRAM BRIEF 041377 Mission ISFO supports DSSs worldwide mission to protect classified information and material in the hands of cleared Industry by ensuring compliance with the National Industrial Security Program Operating Manual (NISPOM) and Executive Order 12829 on behalf of DoD, 23 federal agencies, and the warfighter in times of peace and war. ISFO utilizes approximately 280 ISRs, spread across the United States in four geographic regions and 61 Field Offices, to work in partnership with contractors facility management staff and facility security officers to ensure the protection of classified information released under contractual obligations or research and development efforts. ISFO Mission Essential Task List (METL) Serve as first responder to Industry for industrial security matters Ensure security of cleared Industrys Information Systems Enhance security awareness among external and internal customers Assess security posture of cleared Industry Monitor implementation of Foreign Ownership, Control or Influence (FOCI) mitigation instruments Support the personnel security clearance process

8 Center for the Development of Security Excellence (CDSE) DSS SB PROGRAM BRIEF 041388 Mission The CDSE provides security education and training to DoD and other U.S. Government personnel, DoD contractors, and sponsored representatives of foreign governments. Its professional staff of instructors, technology professionals, and education support personnel combine expertise to create, collaborate and facilitate delivery of quality education and training across the security disciplines.

9 Industrial Policy & Programs (IP) DSS SB PROGRAM BRIEF 041399 Mission Industrial Policy & Programs (IP) administers the National Industrial Security Program (NISP) pursuant to Executive Order (EO) 12829 to ensure the protection of Federal Government classified information provided to industry. IPs essential mission is to: Interpret policy and provide guidance for the NISP for DoD and 24 other US Government Agencies (including DOS, DOJ, DHS) Mitigate FOCI for 264 U.S. companies with classified contracts Assess and verify NISP facilities' data to highlight vulnerabilities in the defense industrial base and recommend strategies for mitigating risks to National Security Manage the security oversight function of DSS' direct and indirect support of the Special Access Program community Ensure protection and oversight of secured international transfers of classified information Plan, program, budget and certify transactions for NISP contractor personnel security investigations (PSI).
