Separating the Choice from the Core Partnership work allows Choice activity to be based on referral rate Core Partnership activity to be based on reasonable job plans This means that Staff are happy to flex Choice (as no follow-up work burden) Low risk of overload as Core Partnership activity rates set (and do-able) Can use staff who are leaving by moving their capacity into Choice 4
