1 Maritime and rural development statistics
Valeriya Angelova Eurostat Unit E4 WG on Regional, Urban and Rural Development statistics – 2014 October

2 The enlargement of the European Union with Croatia in 2013 has led to extension of European coastline and to increase of the EU maritime economy Currently EU28 has 446 coastal NUTS 3 regions (based on the definition for coastal region), 382 of them with a sea border The capacity of EU coastal tourist accommodation rose with approximately 760 thousands bed places After the accession of Croatia into the EU the maritime transport of passengers increased with nearly 5% in comparison to the EU27 October 2014

3 Socio-economic data Tourism Measurement of the leisure boat industry Participation in nautical sport Split between urban and rural coastal tourism Manufacturing (Civil and Military shipbuilding) Energy and environment (production of offshore electricity) Employment (Non-EU contribution to the maritime sectors) Data need Some data used in the Maritime policy is readily available in Eurostat while some of the statistical information requested is not collected by Eurostat. October 2014

4 Database * Demography indicators by coastal- and non-coastal- regions
* Tourism indicators for coastal- and non-coastal- areas New * Labour market and economic accounts by Coastal and Non-coastal regions October 2014

5 Two examples for using the new data sets
In 2013 there was no country in EU28 with a higher female employment rate in comparison to the male one. The difference by the coastal regions varied broadly - from -27.1% in Malta to -2.6% in Finland. Against to the expectations (usually many women are employed in coastal tourism) in the non-coastal regions the variance was not so large - from -16.2% in Greece to -0.5% in Estonia. Average employment rates in coastal and non-coastal regions were approximately equal. Gender equality issues concerning the employment seems to be problematic mainly in south and in east Europe together with the low total employment rates. On the other hand, female employment rates were close to those of mans in both coastal and non-coastal regions of the three Baltic countries and in Scandinavian countries. As stated in the 6th report on economic, social and territorial cohesion, these distinctions make difficult to reach the 2020 employment targets. October 2014

6 In 2011 there was no difference between the average GDP per inhabitant in EU coastal and non-coastal regions which indicates that the average population in each economy has similar purchasing power. However, the lower and upper limits of the distribution of the GDP by non-coastal regions were lower than the same values by coastal regions. For instance, the most productive in 2011 non-coastal region – Wolfsburg – had a GDP per capita with Euro less than the most profitable coastal region - Inner London – East. October 2014

7 A strong link between regional typologies (Coastal – Non-coastal, Urban – Rural, Typology of Metro and Non-metro region) European territorial cohesion policy has different dimensions and the evaluation of all of them needs sometimes cross-sectional data. October 2014

8 All of them NUTS 3 regions
Metro regions Non-coastal regions Urban regions Intermediate regions Rural regions Coastal regions EU territory Non-metro regions Eurostat E4 collects, produces and disseminates maritime, rural and urban development statistics using following types of regions. A correspondence table of the NUTS 3 regions linking all the regional typologies, regions with an Urban Audit city and ports in NUTS boundaries will be published on the NUTS dedicated webpage to facilitate policy analysts and to increase the opportunities for analysing regional data disseminated by Eurostat. For instance, regions which are coastal and rural at the same time could have completely different patterns in their development in comparison to the urban regions bordering the sea. All of them NUTS 3 regions October 2014

9 In response to the data needs
• A project focusing on data needs in two policy areas - “Supply of statistical services in the field of rural development and maritime policy statistics” – finished in February. • Demographic data with high granularity, data on enterprises and employment in food industry, tourism, number and location of hospitals, primary schools and universities for the period 2005 – 2012 has been collected. October 2014

10 Response rate by domain
For a large part of the variables data was available on the websites of the National Statistical Institutes or other public institutions. Presentation of regional levels on NSI websites are not harmonised across countries (only national regional coding, different regional data disaggregation, only names of regions without any codes, data published at LAU level or according to urban/rural typology). Indicators available on NSI websites also differ in terms of definition (different reference date – 1 January or 31 December; different age breakdown, etc.) Sometimes there was no metadata available. Data availability varies broadly along the countries and along the domains. Overall 43% of the planned data has been collected. Smaller differences due to methodological aspects can be observed between the data collected by Eurostat thematic units and the data downloaded from the websites. October 2014

11 Data availability by country
Countries with highest data availability participated in 2010 data collection grant exercise. October 2014

12 Dissemination of the project results
• Data from domains with availability over 50% will be published soon on the Rural development dedicated webpage. • A Statistics Explained Article, devoted to the Baltic Sea regions with strong link to the Degree of Urbanisation, is coming soon (Population structure and population change in the Baltic Sea region). October 2014
