Preparation of programmes of measures WG 2B Plenary meeting Madrid 22-23rd April 2004

3 River Basin management Plans and/or Programmes of measures under the WFD Common Implementation Strategy. Last milestones Water Directors in Rome invited the IRBM WG 2B to present a mandate for the activity A new “Activity sheet” was produced and circulated in the group. After comments was presented to the SCG meeting (15 March 2004). No clear consensus. The conclusion was to discuss the issue in this plenary meeting and present a decision from us to the next SCG (27/28 May) and WD Meeting in Dublin (22/23 June).

To produce the fact sheets: Workshop “Examples of cost effective measures for WFD planning process”. (Madrid, April) Discussion of possible issues for the fact sheets in WG 2B plenary meeting (Madrid, April). Meeting of Drafting Group on PoM (Brussels or Rome, 3 May) to define issuess and table of contents. Presentation of ToC at SCG (Brussels, 27/28 May) Meeting of Drafting Group (Brussels, 27 September) Presentation of fact sheets to WG 2B Plenary (Beginning of October) Presentation to SCG (Brussels 27/28 October) Presentation to WD meeting (Amsterdam, 2/3 December) It was decided that a two days workshop would be too much and that is the reason to have a “short seminar” embeded in this plenary meeting

5 Preparation of Program of measures
Why this activity was originally included in the work programme of WG 2B ? Because PoM is a key element of the WFD that involves complex issues for which there is a need of clarification.

PoM is a key element of the WFD... Implementation of PoM is the most important mechanism for achieving the environmental objectives. Integrated River Basin Management needs a sound planning process and, thus a sound program of measures.

Article 9 (Measures deemed appropriate for the recovery of the costs of water services) Article 10 (Combined approach) Article 11 (Measures to promote an efficient and sustainable water use, measures to safeguerding sources of drinking water, controls on abstraction, etc) Key word: Integration

...for which there is a need of clarification. To define potential measures To analise the cost effectiveness of potential measures To set up a cost effective programme of measures

Program of measures has to be: Overview available for public participation by end 2007 Drafted for public participation by end 2008 Established by end 2009 Operated by end 2012 Reviewed and updated by end 2015 (and then every 6 years thereafter) But...phase 2 PRBs (2005/2006)

Activity in 2004: Modest (low level) objectives Exchange of information Identify links between Article 5 Analysis and PoMs Modest (very specific) task: Production of fact/information sheets

Factsheets examples: Going from initial analysis findings to building a program of measures (links Article 5, Article 11. Time schedule according WFD: ) How to evaluate cost effectiveness of measures? (Articles 5,9,11. Time schedule according WFD: ) Selection of some interesting results from Research Projects that may have an important input to integrated river basin management.

12 To produce the fact sheets:
Discussion of possible issues for the fact sheets in WG 2B plenary meeting (Madrid, April). Drafting of table of contents and a new work programme (Circulation in WG2B during two first weeks of May). Presentation of ToCs at SCG (Brussels, 27/28 May) Meeting of Drafting Group (Madrid, end of June) Drafting of the fact sheets (July-August-September) Meeting of Drafting Group (Madrid or Brussels, end of September) Presentation of fact sheets to WG 2B Plenary (Beginning of October) Presentation to SCG (Brussels 27/28 October) Presentation to WD meeting (Amsterdam, 2/3 December)

13 Final decision has to be taken thinking in the future of the group ( ). Three main understandings of the situation: Option 1: Go ahead with the programme of measures activity (Type of outcome?) Option 2: WG 2B with activities only on PRBs and Economics has no sense (It could be transformed in 2 specific groups). Option 3: Even in the case of eliminating the activity on preparation of program of measures, it is worth while to mantain the structure of the group: To ensure participation of Member States (But role of the SCG and WD: duplication?) To go ahead with new activities and specially to serve as a platform to integrate knowledge on WFD implementation

15 Proposal of tasks on preparation of the programme of measures activity
Conducting (some already made) testing exercises within MS on: Technical contents of PMs Social and political feasibility of PMs Planning a workshop in the 3rd quarter 2004 with the main aim of exchanging information: National experiences Pilot River Basin experiences Research experiences Creating a group of experts in charge of PMs testing dedicated to meet during the PM testing process and to draft a document of experiences and principles

16 Output document Based in the structure of the German one (Ecologic) but with an extention of its scope to European level This document would not result in a guidance document

17 Schedulle Extending the PoMs mandate to mid 2005 in order to take advantage from the finalisation of testing results (expected for the beginning of 2005)
