Main conclusions workshop Remaining problems involve measures to be taken at EU-level, starting with most important (diffuse) sources (for example PAHs, cadmium) For some substances, especially PHS like PAH’s and cadmium reduction of emissions, discharges and losses to zero is very unlikely at national and international/EU-level European Water Directors agreement formation of ad hoc activity (WG E)

5 Draft Mandate (1): 5-step approach
Step 1. Identify priority substances for which diffuse sources prevent reaching WFD-goals Step 2. Identify potential measures at national and/or EU level based on substance specific studies on existing legislation and gaps. Step 3. Discuss effectiveness and feasibility of measures Step 4. Prepare technical substance specific report integrating results of previous steps. Step 5. Prepare a technical report with potential measures in order to contribute to the cessation or phasing out of discharges, emissions and losses of PHS

Substance specific reports (emission, legislation, gaps, possible measures) Overall technical report on measures at national and EU-level Technical report on measures contributing to the cessation, or phasing out of discharges, emissions and losses of PHS First half of 2010: final report to WG E Second half of 2010: final endorsement EU Water Directors

7 Draft Mandate (3): type/intensity of work
Organisation: Drafting group: MS, stakeholders, experts (to be nominated before January 2009) Report and discussion in WG E and SCG Kick-off meeting in January/February 2009: draft activity sheets, time-table and assignment of tasks
