MSFD CIS work plan WG ESA has to work especially on approaches to development and analysis of measures in close cooperation with WG GES and drawing on experience from the WFD/CIS, in particular: • Socio-economic analysis of potential common measures needed to close the gap between BAU and targets for GES. • Exchange of information and experience on approaches to assessing social and economic impacts of measures, including cost-effectiveness, cost-benefit analyses and application of disproportionate cost.

DG Environment, Unit D.2 Marine Environment and Water Industry Thought from WG ESA on common workshop (1) - Understanding the extent of the problem • To understand the nature and extent of pressures from human activities and their implications for the achievement of Good Environmental Status in 2020 • Taking account of policies which are already in the pipeline, to identify where the principal implementation gaps lie, compared with targets for the achievement of GES • To characterise those gaps in terms of their spatial extent (EU/regional seas/national waters)

Question to GES : What do you want to get out of the workshop? Draft Outline Structure of the workshop (1) The workshop can be used to discuss how WG ESA and WG GES will need to work together to inform the selection and assessment of measures. This will be achieved through presentations from countries that have already started thinking about the process or have already begun assessing specific measures. This will be followed by break-out sessions with GES and ESA members working through specific case studies.

Question to GES : What do you want to get out of the workshop? Draft Outline Structure of the workshop (2) Over summer specific cases will be chosen (number to be decided). For example, these case studies could be chosen based on: • Commission’s initial analysis on of the outputs submitted by member states. For example, based on the submission by member states it might be possible to identifying areas where more there is a principle implementation gap (given the pressures) compared to the target of achievement of GES. These could be for example Marine litter, non invasive species etc. • Specific member states can propose case studies that they would find useful to discuss. While working through the case study in the break out session ESA and GES member will be asked a set of questions that will be relevant for both members (aim of the questions will be to demonstrate the inter-linkages between the two groups).

Question to GES : What do you want to get out of the workshop? Draft Outline Structure of the workshop (3) For the break out session we would suggest to focus on 3 points/topics: Identification of problem areas, requirement for additional measures over and above the baseline (we need to know what these are) and Information gaps to do a CBA. Some examples of these questions could be: • Is there clear understanding of the extent of the problem? Is there sufficient information on the trends of pressures of activities • What regional seas are taking up this issue? • What measures are being thought of? • What Member States do already have information on these measures? • What additional evidence/data are required from each the (GES and ESA) in order to identify gaps or carry out CEA/CBA? • What are important information gaps? What information gaps might be easy to solve in the short term (this year)? What are knowledge gaps for the future?

Question to GES : What do you want to get out of the workshop? Draft Outline Structure of the workshop (4) Does this sound sensible as a structure? Are there specific questions, topics are case studies that will be useful to discuss? Finally, main outputs would be: • Summary report on high level findings • Information sheets?

9 Process to prepare the workshop
DG Environment, Unit D.2 Marine Environment and Water Industry Process to prepare the workshop • EC / ESA lead draft an agenda which is circulated among ESA and GES for comments. • Identification of volunteers to participate in the work is done within WG ESA. Call for volunteers in WG GES during meeting (6 March). The workshop is a joint collaboration and will need to be run by both WG ESA and GES members. • Discussion documents are exchanged during March - April. • Finalizing of agenda and discussion papers in May. • The workshop GES/ESA is held in June (17-18) • Results from the workshop are sent to the MSCG in October with proposal for further work items under existing work programme.
