3 3 This Briefing is Classified UNCLASSIFIED Naval Hospital Okinawa History Originally constructed in 1958 – Mainly inpatient medical facility – Reached the end of its useful life (50 years old) – Functionally inadequate for the practice of medicine today and in the future 1992: USG began programming JFIP project for replacement on Camp Lester Dec 1996: Bilateral Special Action Committee for Okinawa (SACO) report made public, included the relocation of the hospital and all supporting facilities from Camp Lester by March 2008 to allow return of all Camp Lester property to the Okinawan land owners

5 5 This Briefing is Classified UNCLASSIFIED Naval Hospital Okinawa Hospital complex area of responsibility: Hospital provides inpatient care and referral care in specialty outpatient clinics to patients served by eight Navy and one Air Force primary care medical clinics on Okinawa. Hospital also provides specialty medical care to 145,000 personnel throughout the entire Western Pacific, including Guam – DPRI will move approximately 8,000 Marines and their families off of Okinawa – Associated with the force reductions on Okinawa, USMC will ultimately return MCAS Futemna, Camp Kinser, and Camp Lester to the GOJ along with the Hwy 58 industrial corridor of Camp Foster

6 6 This Briefing is Classified UNCLASSIFIED Naval Hospital Okinawa Hospital specialized or unique medical technologies: Neonatology, Neurosurgery Clinic, Regional Pathologist Hospital specialized or unique medical equipment: Lithotripter; Nuclear Medicine, Neonatal Intensive Care Unit (NICU) Hospital specialized or unique medical trainings: Advance Cardiac Life Support; Advance Trauma; Advance Pediatric Life Support; Emergency Medical Technician Training Training program for Japanese doctor interns: Ongoing program since 1991 trains six Japanese interns annually. Current interns will graduate March 2007.

7 7 This Briefing is Classified UNCLASSIFIED Naval Hospital Okinawa Status Original SACO report completion date delayed due to difficulty with local and national political issues Demo is complete; Groundbreaking ceremony originally scheduled for Mar/Apr 2007 Preliminary Cultural Asset test dig is complete. The test dig results require a full Cultural Asset Survey (CAS) – Requiring a full CAS may be a possible delay tactic by the GOJ – CAS contract has been awarded for the utilities portion of the project. At this time, there is no CAS contract for the Hospital/CPU, supporting facilities, others –Ginowan City and Okinawa Prefectural Government are in charge of coordinating and contracting these surveys. A tentative phasing plan has been formulated GOJs construction plan has 10 phases that include CAS, followed by construction. Completion of phases 1 – 5, allows for an operational hospital in 2011 with phases 6 – 10 to follow (No schedule has been provided by GOJ)
