1 Texas Education Data Standards TEDS
ESC PEIMS Coordinator Training Melody Parrish, Terri Hanson – Texas Education Agency Texas Education Agency July, 2012

2 TSDS Timeline Responsibility Matrix
Work with Large and Small Districts Implementation Timeline Training Timeline slide

3 Objectives Review changes to the Texas Education Data Standards (TEDS) since April, 2012 Examine the additional data elements needed for reporting PEIMS through TSDS in slide

4 TEDS Website Change Logs Date Updated
Change Logs Date Updated Go to website and display the change logs. Point out Date Updated and multiple layers.

5 Section 1 – File Naming Convention
Example: 101901_000_2014FALL_ _InterchangeStudentExtension.xml The order of each naming element is as follows: First Position: District Code Second Position: Campus ID Third Position: Collection Code Fourth Position: Timestamp Fifth Position: Interchange Underscore (“_” )is a mandatory placeholder between each naming element. Review PowerPoint. Go to Section 1, File Naming Convention information. Point out ‘xsd’ will be changed to ‘xml’ in August release.

6 Section 1 - File Naming Convention
Collection Code: The first four characters of the Collection Code shall be the ending year of the school year. For example, the first four characters would be ‘2014’ for the school year. The next four characters of the Collection Code shall indicate the type of data being submitted. Currently, the possible values are: “FALL” which represents the PEIMS Fall Submission. “MDYR” which represents the PEIMS Mid-Year Submission. “SUMR” which represents the PEIMS Summer Submission. “EXYR” which represents the PEIMS Extended-Year Submission. “DASH” which represents the Dashboard Submission. slide

7 Section 1 - File Naming Convention
Timestamp: Is a date in YYYYMMDDHHMM format (e.g ). The Timestamp shall be a system generated value at the time the data is extracted. Interchange: The interchange being submitted. List of possible interchanges to submit is published in TEDS. slide

8 Section 2 – Future Use Data Elements
311 Data Elements marked as: “Complex Types and Data Elements that are part of the Ed-Fi Core Schema, but not for Texas use at this time.” Data rows that are in gray and italicized represent interchange schemas, complex types and/or data elements that are part of the Ed-Fi Core Schema, but not for Texas use at this time. For a listing of these data elements, see Section 3.0. Requested Vendors to not include these complex types and data elements in the extractors. This is the official definition of the future use data elements. Referred to as “Potential Future Use” and “Not for Texas Use”, etc. Ed-fi Core Schema is a nationally used third-party XML-based schema that will be used as a national standard and is aligned with the Common Education Data Standards (CEDS). Several of the data elements in this library are used to power the Dashboards. When possible, Texas used the data elements in the Ed-Fi Core to report PEIMS data. The Texas Core Extension was created to include state specific data elements. If a data element is in the Ed-fi Core schema, but not used to power the Dashboards, TEA does not want the district to load the data for the data elements. If the LEAs attempt to load data for these data elements, the data will be ‘rejected’ or not loaded. These data elements are not being removed from the schema because at some point in time, the Dashboards may be updated to use the data elements. Go to Section 2.4 and show how the data elements are gray and italicized. A complete listing of all of the future use data elements are listed in Section 3.0. slide

9 Section 2 – Data Elements Not Used by TEA
Data Elements that are denoted as “Not Used by TEA” are data elements from the Ed-fi Core schema that will not be used by TEA. You will notice that there are also data elements denoted as “Not Used by TEA”. It was determined early on in the process that TEA would not use these data elements from Ed-fi Core. Example: Financial data elements such as account code type, account number; because the State of Texas has their own accounting structure. A complete listing of all of the data elements not used by TEA are listed in Section 3.0. slide

10 Section 2 – SchoolLeaverExtension
Go to Section 2.4; SchoolLeaverExtension Previously, several of the leaver data elements were spread across other complex types: Diploma, StudentSchoolAssocation. StudentSchoolAssociation gathers enrollment/withdrawal data on both current year and previous year. It was determined to be easier to report if we separated the leaver data elements in one complex type that was used for just that purpose. Multiple complex types will not have to be used to report leaver data and we will not have to separate out current year data from prior year data. slide

11 Section 2 – Staff Responsibility
Go to Section 2.3; StaffResponsiblity Previously, several of the staff responsibility data elements were spread across other complex types: ClassPeriodExtension, SectionExtension, StaffEducationOrgAssignmentAssociationExtension, TeacherSectionAssociationExtension. It was determined to be easier to report if we separated the staff responsibility data elements in one complex type that was used for just that purpose. Multiple complex types will not have to be used to staff responsibility data. slide

12 Section 3 - Restructure Split document into Sections by Category.
Complex Type Overview Pages were added before the individual technical specifications for the data elements. Data Element as it is used in that complex type. Indicating for Dashboard and/or PEIMS and whether it is a Mandatory Element. Potential Future Use Element. Go to Section 3.0 to show list of Future Use Elements and Not Used by TEA Elements. Go to Section 3.3 to illustrate points made on PowerPoint. Point out Element ID, Data Element, and XML Name. slide

13 Section 3 - Restructure Previous structure detailed data element only one time. New structure details data element for each complex type. slide

14 Section 3 – Restructure Example: DATE-OF-BIRTH
StaffExtension Complex Type StudentExtension Complex Type Find Date-of-Birth for Staff (should be in Section 3.3); Point out indicators for each collection; Mandatory or Not. Go to Section 3.4; Find Date-of-Birth for Student; Point out indicators for each collection; Mandatory or Not. slide

15 Section 7 – Restructure Same information as detailed in Section 3 is now in Section 7, but split out by Interchange Schema. Interchange Schemas are now listed in the order in which they should be loaded. Go to Section 7; StudentExtension; Highlight that overview pages are there and are the same as Section 3. Individual data element specifications are not in Section 7. slide

16 PEIMS Changes E1071 COURSE-GRADE in the Grade Complex Type is no longer a PEIMS Data Element. E 1075 FINAL-COURSE-GRADE in the CourseTranscriptExtension Complex Type is no longer a PEIMS Data Element. These two data elements remain in TEDS as data elements used for Dashboards. Go to Section 3.4 Note that E1071 and E1072 go away in Legacy, but remain in TEDS because they are used for Dashboards. slide

17 PEIMS Changes E1522 EARLY-READING-INDICATOR-CODE is a new PEIMS Data Element. Added to the StudentExtension Complex Type. E1083 BEHAVIOR-LOCATION-CODE is a new PEIMS Data Element. Added to the DisciplineIncidentExtension Complex Type. E 1516 RESTRAINT-STAFF-TYPE-CODE is a new PEIMS Data Element. Added to the RestraintEventExtension Complex Type. slide

18 PEIMS Changes C022 SERVICE-ID; Removed the asterisks and created 4 columns for Course Abbreviation, Eligible for High School Credit, Course Units and CTE Course (in progress). Renamed column headings as “Budget Eligible” and “Payroll Eligible” for: C145 FUND-CODE C146 FUNCTION-CODE C147 PROGRAM-INTENT CODE C159 OBJECT-CODE slide
