2 Page 2 Objective – Why we are here The Government of Canada is seeking views and ideas from Canadians, including Indigenous peoples, on how to address climate change and promote clean growth in Canada. This town hall discussion provides an opportunity to seek input and ideas for addressing climate change. We need to act collectively to address climate change.

3 Page 3 CLIMATE CHANGE – A global challenge The scientific evidence is clear: climate change is one of the greatest challenges of our time and also one of the greatest opportunities. Global temperatures have already increased by about 0.85°C since 1880. Canada has warmed by 1.6°C, about twice the global average; Canada’s North is warming even more quickly. Canada’s emissions are projected to increase if significant action is not taken.

4 Page 4 CLIMATE CHANGE – The Paris Agreement In December 2015, Canada, alongside 194 countries, reached an ambitious and balanced agreement to fight climate change. Collectively, the countries agreed to limit global average temperature rise to well below 2 degrees Celsius, as well as pursue efforts to limit increase to 1.5 degrees.

5 Page 5 CLIMATE CHANGE – In Canada Observed changes in Canada include: –More extreme weather events –Longer and more extensive heat waves and fewer cold spells –Thawing permafrost –Earlier river ice break-up –Increased precipitation over large parts of Canada, more snowfall in the northwest Arctic –Earlier spring runoff –Indigenous peoples of the Arctic are at risk because of threatened local food sources (wildlife) and infrastructure

7 Page 7 CLIMATE CHANGE – Emission targets Canada’s current greenhouse gas target is 30% below 2005 levels in 2030.

8 Page 8 CLIMATE CHANGE – National action in Canada Nov. 23, 2015 – Top scientists and experts advised Prime Minister Trudeau and First Ministers on climate change science. Nov. 30 to Dec. 12, 2015 – Reached the Paris Agreement to fight climate change along with 194 countries.‎ Jan. 28-29, 2016 – Environment Ministers committed to work on a Canadian plan to address climate change. Mar. 3, 2016 – Prime Minister Trudeau and First Ministers committed to develop the plan focusing on four themes: mitigation; clean technology, innovation and jobs; carbon pricing; adaptation and resilience. Mar. 10, 2016 – Canada and the United States agreed to cut methane emissions from the oil and gas sector by 40-45%, along with taking other climate change actions. Mar. 22, 2016 – We made investments to set up new opportunities for growth and prosperity, and propel Canada’s economy towards a clean growth future. Apr. 22, 2016 – Canada signed the Paris Agreement to limit global temperature rise and the interactive website was launched. Oct. 2016 – First Ministers Meeting.

9 Page 9 CANADA’S APPROACH – Working groups Through the First Ministers Meeting, four working groups were established to develop options for Canada’s approach on climate change. Each working group will provide recommendations on a specific theme: –Mitigation: ▪How and where to reduce emissions –Clean Technology, Innovation and Jobs: ▪Ideas for new technology and job creation –Carbon Pricing: ▪Putting a price on carbon –Adaptation and Resilience: ▪Preparing for the impacts of climate change

10 Page 10 CANADA’S APPROACH – The process Feedback from today’s discussion will contribute to Canada’s approach on climate change. Ideas will be recorded and submitted to a website that has been created for us to share ideas about how to address climate change, and see what others are saying. Ideas submitted through the website will be reviewed by Environment and Climate Change Canada officials and shared with working group members. In October of this year, Prime Minister Trudeau will hold a First Ministers Meeting with Premiers with the goal of establishing Canada’s approach to clean growth and climate change.

11 Page 11 KEY QUESTIONS for discussion What have been your own experiences with the impacts of climate change‎? What are the solutions to reducing greenhouse gases that you would like to see governments, businesses, and communities implement? What are your ideas to both grow the economy and jobs while reducing emissions? What are some ideas to promote innovation and new technologies in the effort to reduce greenhouse gas emissions? What can Canada do to better adapt to impacts of climate change and support affected communities, including Indigenous communities?
