2 The Office of Economic Adjustment, in coordination with the other resources of the Federal Government, shall: Assist communities to plan and carry out local adjustment strategies; Assist communities to engage the private sector in ventures to plan and/or undertake economic development and base redevelopment; and Assist communities to partner with the Military Departments as they implement BRAC actions in support of DoD’s mission. 3 Identifying Community Needs Thoughtful assessment of the needs of the community Likely socioeconomic impacts Timing, schedule and scale of BRAC action Evaluate local and state community planning requirements and processes Understand Federal BRAC planning requirements Possible needs to consider: Organizing, Planning, Legal, Environmental, Etc.

4 Assessing Local Resources Comprehensive and realistic assessment of… Available local and state financial resources Locally available expertise Private investment opportunities Assessing needs to determine what can and cannot be addressed locally

5 OEA Resources OEA provides technical and financial assistance Technical assistance – Publications, Project Manager expertise, etc Financial assistance – Grant program for communities with demonstrated need Coordinates President’s Economic Adjustment Committee (EAC) http://www.oea.gov

6 OEA Financial Assistance Two types of financial assistance: USC 2391 – economic adjustment and base reuse planning assistance for communities “directly and significantly” affected, measured by: Job loss as a result of BRAC action Real estate impacts P.L. 101-510 – base reuse planning assistance for base closure communities; must identify and demonstrate needs
