1 CP-TXT-07-03 Amendment to the Capital Improvements Element (Annual Update) September 25, 2007

2 background background  What is the difference between the Capital Improvements Element (CIE) and the Capital Improvements Plan (CIP)? –CIE is a required element of the Comprehensive Plan  includes projects necessary to meet or maintain the adopted (LOS) standards established in the Comprehensive Plan or to implement the Goals, Objectives, and Policies of the Comprehensive Plan. –The CIP provides a schedule of all capital projects including the purchase of equipment and the construction of any new governmental facilities.

3 background  The public facilities that require concurrency and a LOS standard are: –Sanitary sewer, –Potable Water, –Drainage or stormwater, –Solid waste, –Parks and recreation, –Transportation facilities, including mass transit, and –Public Schools (beginning in Dec. 1, 2008).

4 Legislative background  The CIE assists the City in identifying the projects which are necessary to maintain LOS standards and identifying those areas where the public infrastructure will be deficient to meet future demand.  Chapter 163.3177, F.S. requires the annual update of the CIE.  Failure to update the CIE can result in penalties.  Beginning Dec. 1, 2008, the CIE is required to be financially feasible.

5 Financial feasibility A plan is financially feasible if in Years 1-3, committed revenues sufficient to pay for the projects and in Years 4-5 planned revenues are sufficient to pay for projects.  Committed revenues come from an existing source (impact fees, gas tax, or infrastructure tax).  Planned revenues come from a source not currently available to the local government (grants, or a bond that requires voter approval).

6 annual update  Data and analysis –Measure the existing LOS –Demonstrate CIE is financially feasible  The Schedule of Capital Improvement Projects (a table or spreadsheet listing all the capital improvements for the next 5 years). Includes: –a brief description of the project, –the costs, –the revenue source, –the phase of the project, and –reference to other Plan Elements to demonstrate internal consistency.

7 Potable water (LOS)

8 Potable water  City meets LOS standard to accommodate growth during the 5-year planning period (2008-2012).  However, capital improvements in the CIP must be implemented to maintain adequate capacity. –CIP projects include: Expansion of WTPs capacity from 12.384 MGD (2008) to 18.48 MGD (2012).

9 Wastewater (LOS) 

10 Wastewater  City meets LOS standard to accommodate growth during the 5-year planning period.  Capital improvements in the CIP must be implemented to maintain adequate capacity. –CIP includes projects to increase treatment capacity from: 6.83 MGD (2008) to 8.83 MGD (Year 2012)

11 Public recreation and open space (LOS)

12 Public recreation and open space  Adequate acreage and facilities to accommodate existing population.  However, the analysis indicates that by 2012, additional activity based facilities will be needed.  Gap in service for southern part of the city South of SR 100 –Comprehensive plan identifies Quail Hollow park site to serve as community facility. –Transfer from County has not occurred.

14 transportation The following roadway segments are expected to fall below LOS “D”:  Year 2008 –Belle Terre Parkway (Cypress Point Parkway to Pine Lakes Parkway).  Year 2010 –Belle Terre Parkway (Royal Palms Parkway to Easthampton Blvd.), and –Palm Coast Parkway-westbound (Old Kings Road to Florida Park Dr.).  Year 2012 –Belle Terre Parkway (SR 100 to Zebalas Trail), and –White View Parkway (Belle Terre Parkway to White Mill Dr.).

15 transportation Capital Projects and Strategies to Address Level of Service Issues:  Belle Terre Parkway (from Cypress Point Parkway to Pine Lakes Parkway).  Belle Terre Parkway (from Royal Palms Parkway to Easthampton Blvd)  Palm Coast Parkway-westbound (from Old Kings Road to Florida Park Dr.). Currently not addressed in Plan:  Belle Terre Parkway (from SR 100 to Zebalas Trail), and  White View Parkway (from Belle Terre Parkway to White Mill Dr.).

16 Stormwater/drainage  LOS standards are those established by SJRWMD and other agencies (DEP). –New development must comply with the land development code. –New development that exceeds thresholds established in Chapter 40C-42, F.A.C. required to apply for a SJRWMD Environmental Resource Stormwater Permit (ERSP)

17 Solid waste (LOS)

18 Solid waste  25 year interlocal agreement with Volusia County for disposal of solid waste  Current landfill - licensed to operate until 2013.  Current capacity - sufficient to meet demand through 2012.  Landfill site - available capacity until 2030

19 Public schools  Beginning Dec. 1, 2008, CIE must include school facilities needed to maintain concurrency.  Via joint coordination, a new Public School Facilities Element is coming in February 2008.  The element will include a LOS standard.
