9 Changing government role
To provide basic public service Social care service system: aging-in-place, community based care services, and institutional care To purchase service instead of providing services directly by the government Family-centered development strategy

10 Lacking of professional care givers
More than 10 million older persons need daily care. Less than 300,000 professional care givers. Less than 100,000 are certified care givers. In some provinces, such as Guangdong, among 7,700 professional care givers, only 5% are certified.
