2 Title and date of presentation 2 Where We Are Currently there 20 local children’s centres in the Borough with a mixture of lead agencies (Voluntary Sector, Schools, Local Authority); Sandwell MBC committed to maintaining the network as key element of its strategy to support children and families but no longer as a direct provider; The intention is to have new contracts in place from May next year; Commissioning Directorate People’s Theme

Reductions in funding; Sandwell also has a younger, more diverse and more deprived population than most of the rest of the country and this leads to high levels of needs. 4 Title and date of presentation 4 The New Context Increase focus on the neediest families and involving more organisations with a track record of supporting families. Ensure a more proactive and preventative approach through ensuring needs are identified early and act as a gateway to more intensive help if needed; Identify families which are at risk and provide support at the earliest opportunity, including children at the ‘edge of care’; Meet the full-range of needs within each family; Strengthen the ability of family members to provide care and support to each other; Develop the services available to make more of them available to families with children of all ages (pre-birth- 19). 5 Title and date of presentation 5 Sandwell’s Service Model for Children, Young People and Families – The role of Children's Centres Children’s centres are a fundamental to the continuum of support for children, families and communities with additional needs, but require an effective outreach strategy to ensure that interventions target and support the most vulnerable in the community and prevent escalation. Supporting the delivery of better outcomes: - Healthy start to life; Early learning, communication and language skills; Early identification of additional and specialist needs; Successful parents and resilient families. 11 Title and date of presentation 11 Service Model for Children Centre Services The new network of children’s centre’s will be based on a two tier service model that will see all centres providing a core service while an enhanced service will be provided by a smaller number of centres; Each locality will be expected to provide access to both core and enhanced services using the existing centres and other available access points delivered on an outreach basis; Some centres will have the opportunity to specialise in key areas of provision and become centres of excellence for the rest of the network Commissioning Directorate People’s Theme

12 Title and date of presentation 12 Children's Centre –Core Offer Support and advise parents on all aspects of parenting including at significant transition points for the family – pre- birth, early days, settling into childcare and starting school; Provide activities which increase parents/carers understanding of their child’s development; Offer special provision to engage fathers where necessary; Provide access to targeted and specialist services for families that have additional needs; Provide information about the range of family support services and activities available in the area. 13 Title and date of presentation 13 Children’s Centre – Enhanced Offer Supporting the uptake of children's centre services across the locality with a focus on ensuring that families most in need are reached; Co-ordination and provision of parenting support including parenting programmes; Provision of maternity support as part of the wider local delivery of maternity services in collaboration with community health services; Provision of support to all settings providing early years learning making effective use of QTS; Providing an access point for the delivery of local services for families by other providers such as benefit advice and employment support Commissioning Directorate People’s Theme
