1 Chapter 1 Section 1 -Governments must have power to carry out public policies - Every government has and exercises three basic powers: legislative, executive, judicial - Legislative -> allow stem cell research for cases involving Parkinson’s disease and other similar diseases - Executive -> sign the bill into law and enforce - Judicial -> interpret the law to determine meaning and settle disputes

2 -Government is among the oldest of human inventions dating back to ancient Egypt and the 6 th century B.C. -Politics is a process by which society decides how power will be distributed within that society. -Politics is a process and government is an institution -Four characteristics of a state: population, territory, sovereignty, government -A state describes a legal entity, but in the strict sense a nation is an ethnic term referring to races or other large groups of people.

3 Preamble to the Constitution Form a More Perfect Union - The United States wrote the Articles of Confederation in 1781 which did nothing to help the jealousies and intensity between the states - The Constitution was written in 1787 and was adopted by states to link themselves and Americans more closely

4 Establish Justice - The law must be fair, reasonable, and impartial Insure Domestic Tranquility - Keeping order and keeping the peace at home Provide for the Common Defense - Keeping its armed forces and strength strong and prepared always Promote the General Welfare - providing public schools, clean water supply, safe food to eat…services that benefit all or most people
