3 A Master Implementation Manual (MIM) was prepared for all Bank-financed projects in Iraq to encourage ethical behavior, improve transparency, and achieve better value for public money. MIM outlines good practices, which comply with World Bank Financial Management (FM) and Procurement guidelines, to Iraqi officials, donors, and consultants. Government of Iraq (GoI) is creating its own implementation manual and national bidding documents based on the MIM for all government-financed projects.

4 Through collaboration with the Country Management Unit, FM, and Procurement, a third-party Fiduciary Monitoring Agent (FMA) was introduced to supplement the Bank’s implementation efforts in Iraq. The FMA is hired by and reports to the Bank. As a part of its responsibilities, the FMA performs 100% asset verification and site inspection of all contracts. Additional “creative oversight” methods have been used such as the use of satellite imagery

5 To increase the impact of procurement post reviews (PPR) and identify trends across sectors/countries, MNA developed a computerized PPR system. PPR system provides real-time analysis of contract deficiencies, automatic flagging of deviations and a rolling action plan to track progress and ensure accountability. PPR system is available offline (for use by consultants) and complies with the institutional filing system in Operations Portal.
